Initial Business Case Development – Expectations • Understand the Sponsor’s intent (ASEP or Capability Manager One/Two star) as articulated through estate base plan or via the capability needs statement • IBC are commissioned by ASEP and support the intent of the Capability Manager • Follow policies and procedures as outlined in DEQMS • Used by CFI Branch as major document to PDBC/DBC • Should identify all viable option(s) with options supported by evidence and analysis • Decision maker identifies preferred/recommend options (Gate 1) • Consultation with relevant stakeholders to support understanding of key issues • Robust business case is required as independent quality assurance is conducted (Contestability Division) • Consider Post Gate and Post IC updates in IBC development and project delivery

Initial Business Case Development – Timings • Tender documents will articulate timings and IBC delivery must meet IC/IIP dates • Conduct of IBC normally four to six months subject to complexity, nature and sponsor need • Can be triggered/supported by Estate Base Plan or Capability project Pre Gate Zero studies • Scope and facility development timelines must meet overarching program/project needs

Estate Planning Branch roles • Estate Planning Branch is responsible for the planning and programming of all aspects of the Defence estate including estate strategic planning and managing the estate investment program. • Directorate of Estate Strategic Planning and Investment. Estate strategic planning and development of the estate strategy • Directorate of Land Planning and Regulation. Engagement with state/territory/local governments on development and planning matters, management of geographic information systems, Defence Area Control • Directorate of National/New Capability. Development of national projects (for both major capital facilities projects and capability development projects) including development of Initial Business Cases and required approvals, alignment of estate planning processes with the new capability development lifecycle. • Regional planning directorates – East and Central West. Estate planning for regionally located bases and training areas including disposals and leasing, base plan development, site selection boards. IBC development for sustainment projects • Directorate of Estate Projects Development. Development of urgent Initial Business Cases.
