The Ombudsman for Children in the Community of Madrid The Ombudsperson for Children in the Community of Madrid initiated its activities after the approval of Act 5, July 8, 1996, which stipulated the establishment of the institution. Main competencies: • Supervising and guiding the action of public administrations and private organizations that provide services to children in the Community of Madrid. • Receiving and prosecuting complaints due to threats or infringements against children. • Propose reforms in procedures, regulations or laws in order to improve the efficiency of the defence of the rights of childhood and adolescence, and endeavour to improve child care services in the Community of Madrid. • Promote awareness and dissemination as well as the implementation of the rights of childhood and adolescence, and develop actions to increase awareness about the conditions in which minors exercise their rights, the respect given by adults to these rights and the degree of awareness in the general public. II. The Office The office comprises 30 employees. The Ombudsman for Children is assisted by a technical section led by the Chief of the Technical Office (CTO). This section comprises eight advisers. In addition, the Ombudsman for Children has a general secretariat in charge of administrative tasks such as managing budgets, staff and the development of studies and research. The Ombudsperson for Children office has a budget which in 2009 amounted to 3,135,764.09 €,of which 1,959,200.00 € are allocated to payrolls, 898,370.00 € to general expenses in goods and services and 62,000.00 € to studies and research.

  3. III. Complaints, recommendations and proposals In 2009, the Ombudsman for Children received and initiated proceedings for 2,092 cases, including 54 ex officio. Education and culture (884, 42.3%). Family relationships, social integration and legal protection (868, 41.5%). Health (205, 9.8%), Internet and information and communication technologies (86, 4.1%). Malfunction or malpractice of the Administrations(49, 2.3%). In 2009 the office issued 59 recommendations, proposals and guidelines for the administration and a number of public and private organizations. IV. Information, orientation and advisory services In 2009, the Information Office attended 2,689 requests for advice over the telephone and 84 appointments. Family relationships, social integration and legal protection, 35.47%; Education and culture, 19.11%; Internet and information and communication technologies, 6.91%, Health, 2.27%. V. Studies and research The educational response to students with conduct disorder. Mobile telephony in childhood and adolescence. Manners, influences and responsibilities. What children see children on TV? The construction of childhood and adolescent identity in the audiovisual environment. Family meeting centers in the Community of Madrid.
