    3. This slide represents the status of Paperless initiatives by Component and major contracting category (vertically) and by major Paperless metrics (horizontally). A blue star indicates having achieved 90% Paperless for that process. 4. This slide provides DoD Summary level for the six major categories that we have monitored in this effort. As is depicted we achieved 78% Paperless overall starting at a base of 27%. We achieved 90% in two categories (Contract Requirements and Solicitations) and are very close to 90% in a third (Awards/Modifications). Projections are that we will achieve 90% in the last four categories by 1/1/01.This slide provides DoD Summary level for the six major categories that we have monitored in this effort. 5. This chart represents the critical path we monitored to achieve our Paperless goals. Each block indicates a Component initiative that was critical to achieving Paperless goals. The color indicates the ability to develop and deploy initiatives by January 1, 2000. Of particular note is our inability to deploy PKI certificates both internally and externally. This impacted two of the metrics we were unable to achieve (Receipts/Acceptance and Payments/Invoices). The next two charts provide a more detailed breakdown by Component. This chart represents the critical path we monitored to achieve our Paperless goals. 8. Cumulative Army data showing overall progress towards paperless from the 1997 baseline Projections depict how paperless we believed Army would be on January 1, 2000. This again is cumulative data. Important to note: the projections reflect the most current data from the NGB, with significant increases in metrics for requirements, solicitations and awards. Increases are based on a very recent clarification on paperless definitions with all NGB sites in all states. 23. Initiatives: Procurement Gateway: - DRMS- Hazardous interface: Currently conducting meetings with the BOSS developer; need to identify and map data. Interface to Procurement Gateway will be developed in two phases: awards first, and solicitations second. Both phases will be complete by June 00. - DSCP C&T: The C&T interface will be completed in two phases: awards first, and solicitations second. Both phases will be complete by Jun 00. Slip from Mar 00 projected completion; more challenging/different that ICP effort. - Attachments - DLSC will begin testing this capability in Apr 00; testing completed Jun 00. Examples are Quality Assurance Provisions (QAPs) and Contract Data Requirement Lists (CDRLs)). PORTS: Development continues. SPS: - Nov, 99 DLSC-P/I issued letter mandating SPS implementation at DDC, DRMS, DASC-C, DNSC, and limited DSCP. The “limited” DSCP group is C&T, Medical and approximately 30 G&I non-DPACS buyers. These sites referred to as “Base contracting sites without a DLSC legacy system” Successes: - Vendor Internet Quoting Capability- DSCC’s DIBBs initiative is also in use; it will be rolled into Procurement Gateway to provide one DLSC face to industry. - Discontinue Paper Distribution - Paper distribution of awards to Depots has been discontinued. NOTE: Not a PC WIPT reporting metric. - Contract Modifications (aka DPACS PMods): PCO-issued modifications are posting to Procurement Gateway and EDA is currently in testing with DFAS; deployment is scheduled for this month, December 99. - Solicitations/Awards under SAT: - As of Dec 99, award distribution to DCMC is 100% paperless. Additional Notes: Previous successes - - DSCP (G&I) - solicitations and awards - July 2, 99 - DSCC - solicitations - August 27, 99; awards - Dec, 99 - DSCR - solicitations - Nov, 99; awards - Dec, 99 Initiatives: Procurement Gateway: - DRMS- Hazardous interface: Currently conducting meetings with the BOSS developer; need to identify and map data.
