  1. Program Evaluation of the School Improvement Grant (SIG) Anduamlak (Andu) Meharie Coordinator of Research and Evaluation WVDE Office of Research

Evaluation Purpose • This evaluation is a component of the SEA’s grant application to ED and an important part of the SIG program. • It is conducted jointly by staff in the Office of Research and the Office of Title I. • Most of the information will come from already existing data collected by the WVDE. • However, district and school staff will be required to complete additional activities for the evaluation.

  3. Evaluation Purpose • To provide participating districts and schools and the WVDE with information about the extent to which the program has impacted: • school and district capacity to implement school improvement plans. • adherence to best practices related to school improvement. • quality and quantity of instruction. • school culture. • student achievement.

  4. End-of-Year LEA Survey • In each district receiving SIG funds, LEA Title I coordinators will be asked to complete a brief survey before June 30th. • The purpose of this survey is to gather your feedback regarding the quality, relevance, and usefulness of PD and TA you have received from the WVDE. • The survey will also ask about the types of PD and/or TA districts have provided to Schools. • The survey should only take 10 minutes or less.

  5. Effective School Practice Survey • SEA Title I Coordinators, LEA Title I Coordinators and a School Improvement Specialists will be asked to complete a survey for each SIG school they serve before June 30th. • The purpose of this survey is to measure the impact of SIG program on schools. • Respondents will be asked to assess each school using six school-level indicators of effective practice.

  6. Effective School Practice Survey • The six school-level indicators represent: •  Leadership and decision-making • Professional development • Parents and learning • Curriculum, assessment and instructional planning • Classroom instruction • School community. • The survey should take no more than 15 minutes

  7. Measure of School Capacity for Improvement (MSCI) Survey • School staff in each SIG school will be asked to complete a single survey. • The purpose of this survey is to measure the impact of SIG program on schools. • It measures the perceptions of professional staff members on how they believe their school is faring in seven areas related to capacity for improvement. • Should be completed before professional staff members break for the summer.

  8. Measure of School Capacity for Improvement (MSCI) Survey • All professional staff who have classroom or advisory contact with students and parents need to complete the survey. • Survey should be complete in a group setting (i.e., staff meetings) BUT individually without discussion. • Survey is made up of 58-items with a 6-point Likert-type scale. • Survey should only take approximately 20 minutes but we recommend that schools reserve about 30 minutes of staff time to complete the survey.

  9. Evaluation Reporting • All data collected will be confidential. WVDE WILL NOT publicly reveal the results for any individual school or district by name. The purpose of the evaluation is NOTto point fingers, but to examine the success of the SIG program. • The Office of Research will offer periodic evaluation updates to the Office of Title I. This information may be shared with districts and schools implementing SIG grants. • A final written evaluation report will be published at the end of the SIG funding period.
