  2. İntroduction Azerbaijan has ratified United Nations Framework Convention on Climate Change (UNFCCC) in 1995 and its Kyoto protocol in 2000, and included to Non-Annex I Group. Republic of Azerbaijan believes that the climate change is a potential threat for humanity and supported the adoption of a new Global Agreement on climate change in the during 21st Conference of Parties to the UNFCCC hold in Paris in 2015. By 2030 the Republic of Azerbaijan targets 35% reduction in the level of greenhouse gas emissions compared to 1990/base year as its contribution to the global climate change efforts.

Tendencies, challenges and risks • Azerbaijan is highly vulnerable to the effects of climate change Adaptation. • National greenhouse gas emissions account for only 0.1% of global emissions • Azerbaijan has already provided its contribution to the global efforts • In addition, constraints for the implementation of the present INDC and specific risks for the country could be listed as follows: • - The remaining occupation of the 20 % of the territory of Azerbaijan and consequently problems of one million refugees, massive plunder of natural resources and other wealth, as well as extermination of flora and fauna in the occupied territories; • - Declining prices of oil in the global markets.

Mitigation analysis • Despite the fact that under KiotoprotokolAzerbaijan has not undertaken quantitative obligations in regards to GHG emissions reductions, a number of significant mitigation measures have been implemented in the country during recent years, including measures such as introduction of low-carbon, energy efficiency, renewable energy, efficient waste management, technologies, as well expansion of forest areas. • In addition to national initiatives on mitigation, Azerbaijan is successfully cooperating with a number of international organizations through implementation of various projects. Thus, it was implemented more than 30 projects related to introduction of climate change mitigation technology and capacity building in this field. • Energy efficiency interventions in SOCAR’s transportation system are implemented as part of UNDP’s Nationally Appropriate Mitigation Actions (NAMA) for low-carbon end-use in Azerbaijan. The project is funded by the Global Environment Facility (GEF) and is carried out in close cooperation with SOCAR.

Mitigation on Energysector • Development of legislative acts and regulatory documents on energy; • The implementation of awareness activities on energy efficiency; • The replacement of existing technologies in electricity and thermal energy production with modern technologies; • The reconstruction of the distribution networks and transmission lines, the implementation of isolation works and application of modern lighting systems. • Application of new and modern environmental-friendly technologies in the oil and gas processing, production of fuel in line with EURO-5 standards in a new refinery complex by 2019 and strengthening the capacity of the staff; • -Modernization of gas pipelines, gas distribution system and other measures to decrease losses up to 1% by 2020 and ensure the volume of reduction in compliance with international standards by 2050; • Based on adopted strategy, accumulation of gases emitted to the atmosphere during oil-gas production, prevention of gas leakages during oil-gas processing and at distribution networks.

State policy • State Program on the Use of Alternative and Renewable Energy Sources (2004) • Azerbaijan 2020: LOOK INTO THE FUTURE • State Program on Ensuring Reliable Food Provision for Population in the Republic of Azerbaijan (2008-2015) • State Programs on Socio-economic Development of the Regions (2004, 2009,2014) • State Program on Poverty Reduction and Sustainable Development of the Republic of Azerbaijan (2008-2015) • Strategy Road Map on public service development (electricity, thermal energy, water and gas supply) of the Republic of Azerbaijan , 2016 Azerbaijan’s National Coordination Council for Sustainable Development (NCCSD) was established with the purpose of achieving the SDG in Azerbaijan  by the decree of President IlhamAliyev on October 6, 2016.

Overview of themainmeasures and policies on energyefficiencyimplementedorunderdevelopment • State Agency for Alternative and Renewable Energy Sources established; • National Strategy on the use of Renewable Energy Source is prepared and submitted to the Cabinet of Ministers for approval • Application of smart cards in electricity and gas measuring devices • It is used gas instead of black oil in at Thermal Power stations • Solar Panel Producing Plant started production • During last 10 years it was provided reforestation and rehabilitation of approximately 103 thousand ha • It was constructed of Waste Incineration and Management plant in Baku city  Utilization of associated gases • In accordance with the "State Program for the Development of the Fuel and Energy Sector (2005-2015)," a number of new, economical power plants were put into operation, created on the basis of advanced technologies that meet the requirements of the latest achievements in science and technology. • Theuse of highlyefficienttechnologieshasreducedthespecificfuelconsumptioninrecentyearsto 295 g / kWh. of conditionalfuel, whichledtofueleconomy and reducedatmosphericemissions. Until 2020, it isplannedtoreducethespecificconsumption of conditionalfuelto 260 g / kWh. • Provision of modern electricity meters 95% of the Republic. • Draft Law on the Efficient Use of Energy Resources and Energy Efficiencyhasbeen sent to Kabinet of Ministersforadopting. • Draft of Regulation on the off-budget State Fund for Energy Efficiency

  10. Current situation in the power system of Azerbaijan Installed capacity of power system of the republic Thus, over the past 15 years, the generating capacity of the energy system of Azerbaijan has increased by 37%.

Current situation in the power system of Azerbaijan • 7 modular Power Plant with a total capacity of 860 MW; • “Sumgait” gas-turbine type PP with a capacity of 525 MW in 2009 • “Janub” gas-turbine type PP with a capacity of 780 MW in 2013; • 12 Water Power plants with a total capacity of 130,4 MW ( with including small hydro power plants). • In 2015, is competed of construction of modular power plant with capacity of 16,5 MW in Leric • It was modernized all of 8 block with a capacity of 2400 MW in “Azerbaijan” TPP. • Construction of second energy block with a capacity of 400 MW in “Shimal” • power station is nearing to completion. • ReconstructioninMingachevir and Varvara Hydropowerplantsiscontinued.
