Drought Planning • Began around May 1999 when NDMC/Bureau of Reclamation, USDOI/HDOA hosted a Drought Mitigation Planning Seminar • March 2000 State drought stakeholder meeting • Hawaii Drought Council • Hawaii Drought Plan (2005, 2000) • Water Resources Committee (virtual?) • County Drought Committees • County Drought Mitigation Strategies (2004)

Drought Planning • Hawaii State Hazard Mitigation Forum • Coordination with DOFAW on wildland fire mitigation • Coordination with HDOA on monitoring reservoir levels and use restrictions/request for Secretarial designation • Coordination with County water departments on drought impacts to systems/use restrictions • Coordination with NWS, USGS, and UH Meteorology – key sources of hydrologic data • Maintain Hawaii Drought Monitor website • Involvement with NIDIS • NDMC developing Hawaiian drought impact assessment, method, and reporting

Drought Planning Future considerations • Formalization of County Drought Committees and Hawaii Drought Council • Update of County Drought Mitigation Strategies • Update of Hawaii Drought Plan • Development of Statewide water conservation plan/framework • Climate change impacts to long-range water resource planning

  8. Drought Mitigation In 2007 funding was appropriated by the Hawaii State Legislature (Act 238) for drought mitigation in all Counties. FEMA HMGP funding was also made available for wildland fire mitigation on the Big Island. U.S. Department of Interior, Bureau of Reclamation provided emergency drought assistance for a project on Oahu.

  9. Act 238, SLH 2007 Act 238, appropriated $4M for drought mitigation in the four Counties County drought committees initially identified 22 priority drought mitigation projects Commission executed MOA with project sponsors

  10. Act 238, SLH 2007 Maui Projects Kula Ag Park water system improvements Planning and engineering study for stormwater reclamation in Kula district

Act 238, SLH 2007 Big Island Projects Improvements/repair of to Kohala Ditch – Honokane and Pololu sections Relining of Puu Waawaa reservoir West Hawaii wildland fire mitigation projects Repair firefighting heavy equipment Install helo dip tanks Firebreak enhancements Firewise outreach and education

FEMA HMGP • Federal Emergency Management Agency 1640 Hazard Mitigation Grant Program for hazard mitigation in Hawaii • Wildland fire/drought project proposals were submitted to FEMA for funding • Water dip tanks • Vegetation management in urban/wildland interface (fuel breaks) • Community wildfire protection plans • RAWS • Conversion of wildfire resource map to notebook format

  13. Bureau of Reclamation • Bureau of Reclamation Emergency Drought Assistance • Waimanalo Well I pump replacement and connection to HDOA’s Waimanalo Irrigation System for emergency backup
