Policy Role of TBIs in China • Entrepreneurialism promoted • Platforms provided for entrepreneurs in China and from overseas to establish their own startups • An accumulative total of 15,931 enterprises graduated from TBIs in past 20 years • Average sales income of graduates reaches 9 million RMB, 5 times increase since their entrance to TBIs

Contribution to economy and society A large quantity of technology enterprises have been brought up, making remarkable contributions to economic development and industrial restructuring 2,000 high-tech companies delivered to society annually from 2001 to 2005, 50 graduated enterprise from TBIs have gone public by 2006 Major sources of innovative technologies, contributing 1/4 of all technology-based SMEs in China Job creation 1 million new jobs from 2001 to 2005 Policy Role of TBIs in China

Action plan of TBIs in Shanghai • Development History 2003 2000 Shanghai Technology Innovation Center 1997 1990 Set up various specialized incubators in different technology fields Industry (16 specialized incubators) STIC and District co-establish business incubators Build up the incubator near renowned universities set up incubator in the Hi-tech Park 1988 Now there are 35 incubators in Shanghai with 600,000 m2 incubation space and 2000 tenant companies as well as 33,000 employment.
