  2. Results of DRCOC Efforts in 2005 Durham Police Department • 18 new officers added to DPD • E-citation printers in 75 cars and soon to be in most • Violent crime is up in these categories; rape, robbery, aggravated assault 9mos 2006 vs. 9mos 2005. • Murder is down—same period—11 vs. 23

Results of DRCOC Efforts in 2005 District Attorney’s Office • Added 3 ADAs funded by the County • Clearance rates for • Superior Criminal • District Criminal • District Motor Vehicle • District Infraction All clearance rates exceed 100% for FY 05/06 • 2 new ADAs in January bringing total to 15 statutory positions

  4. Results of DRCOC Efforts in 2005 Clerk of Court’s Office • Added 6 deputy clerks funded by the County( what AOC said we needed) • “information available faster to more people” • “...e-citation at the Clerk’s Office has cut the citation workload in half”

Results of DRCOC Efforts in 2005 Other Contributions • Handheld computers for housing inspectors • CBC paid the City $51,500 to purchase handheld computers to speed recording and hopefully prosecuting violations. (We have not gotten a response from the City Manager on the status of this effort) • 1 youth treatment court coordinator—the County • Jan. 2007--1 new DCJ and 2 ADA for support • Allows for an extra week of three courts plus 1 office day for every judge every 7 weeks

  6. Results of DRCOC Efforts in 2005 Other Major Steps • Pre-trial Services program started • Fingerprinting of misdemeanants • Creation—in 2008– of a forensics lab. • Purchase and installation of video recording equipment in 8 courtrooms

Court Performance Measures • Visit www.durhamroundtable.org • Click on CourTools • 10 court measures with the anticipated date data will be available • #2 (clearance rates) #3 (time to disposition) and #4 (age of active pending caseload) are available • Some measures are showing progress towards goals but others clearly need work.

  8. More to Be Done • Businesses thrive on balancing staffing with technology • NC under funds technology and fails to staff our courts adequately

Continuing Needs People and Technology • 6 new magistrates (4 criminal/2 civil) to add to the current 11 criminal and 2 civil • None since 1994 • 1 DCJ-- 2 ADAs—and 3 Clerks • Allow for 2 criminal court dockets everyday • Reduces backlog of active cases • Reduces the time to disposition • Increases the clearance rate.

  10. People Ingenuity vs. Technology A problem that Durham is solving: Magistrates can’t look-up criminal histories so setting appropriate bonds is difficult Solution: Magistrates will be provided detailed criminal histories by DPD to help determine appropriate bonds

  11. How Can You Help? Will you support the DRCOC asking the County Commission, City Council, DDI, Chamber, DCVB, PACs, and other citizen(s) groups to Make it a legislative priority for our Durham Delegation get a bill passed requiring the State to fund 6 Magistrates 1 District Court Judge with 2 ADAs and 3 Clerks
