REP Overview • NRC requires off-site rad. emergency preparedness plans and infrastructure (to protect off-site population) as condition of nuclear plant operating license. • Cooperation of state and counties required to develop/implement plans. • All hazard planning. • Nuclear utilities provide funding for state and county REP activities (planning, trng, exercises). • DHFS provides technical training to local responders. • Biennial exercise requirement (federally evaluated).

Radiological Incident Response • State Radiological Coordinator • Trained and experienced Section staff • Field teams near Nuclear Power Plant’s around state • Wide range of equipment and resources • Laboratory, including germanium analysis system • Radioactive materials storage facility • August, 2000 transportation incident and other experience

Transportation Radiological Emergency Preparedness • Participation on CSG Midwestern Radioactive Materials Transportation Committee • WI Transportation Emergency Prep Workgroup (WEM – multiple agencies) • Goal – evaluate state/local planning for spent fuel/radiological shipments and recommend actions • Spent reactor fuel shipments occur periodically in US – strong safety record • LACBWR reactor vessel shipment – 2007 • Training for local responders and state monitoring of shipment
