  2. Global commitment and progress in Asia • MDGs: 1. Eradicate extreme poverty and hunger 2. Achieve universal primary education 3. Promote gender equality and empower women 4. Reduce child mortality 5. Improve maternal health 6. Combat HIV/AIDS, malaria and other diseases 7. Ensure environmental sustainability 8. Develop a global partnership for development

  5. Most lagging MDG in Southeast Asia is: • MDG #5 Reduce maternal mortality by 2/3

MDG priorities for southeast Asia • East and Southeast Asia have made tremendous progress towards many of the Goals….. ,but it still requires large investments in public health systems, rural infrastructure, education, and environmental management,… (UN Millennium Project Report to the UN Secretary-General (2004), p.32)

Lessons learned • Good ideas sometimes fail because of poor implementation • A well-functioning health system is at the heart of numerous MDGs, especially the lagging MDGs Capacity building of health system is critical (Gayle H. Martin, a handout material at 7th Annual Conference of the Asia Pacific Alliance, April 2005)

Japan’s ODA policies related to health with human security perspective • Japan’s ODA Charter (Aug., 2003) Human security perspective is one of the five major policies. • Japan’s Medium-term Policy on ODA(Feb., 2005 ) • Health and Development Initiative (June, 2005) (Country Assistance Programs)

  9. “Human Security” means • Focusing on individuals and building societies in which everyone can live with dignity, and protecting and empowering individuals and communities that are exposed to actual or potential threats

JICA’s seven focuses on human security 1.Human-centered approach to reach needy people 2.Perceiving people not only as recipients of assistance but also as future leaders of development, and empowering them accordingly 3.Placing emphasis on the benefit of vulnerable people whose survival, livelihood , and dignity are at risk 4. Focusing both on “freedom from want” and “freedom from fear” (including the gap between post-conflict emergency humanitarian aid and subsequent reconstruction assistance

  11. JICA’s seven focuses on human security 5. Comprehensive and inter-sectoral approaches to analyze and resolve threats directed to people 6. Approaching both the government (central and local) and local communities/people to realize sustainable development in developing countries 7. Cooperating with various actors, donors, and NGOs in developing countries for higher assistance impact

  12. Challenges and needs to achieve MDGs and Human Security • Building capacity of health system • Empowerment of the people/communities Fostering people’s/community’s ability to act on their own behalf – and on behalf of others.

Achievements of the JICA’s RH project in Nghe An Province • Workable management structure (project steering committee at every local levels): Empowerment of the tripartite collaboration mechanism of government/ health (and family planning) sector/ community people to enhance community health Empowerment of the community • Focus on the grass-root level (commune level): Human centered-approach to reach needy people

Achievements of the JICA’s RH project in Nghe An Province • Massive human resource development including various technical trainings/ IEC skill up workshops, seminars: Capacity building of medical personnel, community organization (Women’s Union), etc. • IEC and Advocacy activities conducive to behavior change with the initiative of the women: Empowerment of the people • Strengthening of project management and monitoring capacities of the provincial and district level health centers: Empowerment of local health system
