  2. Purpose • Obtain feedback from agencies about ITS Standards to help with the ITS Standards Program Strategic Planning effort

ITS Standards Program Strategic Plan • Objectives of Strategic Plan • Define strategic objectives for ITS Standards Program at least through 2012 • Describe current ITS Standards Program activities • Describe future ITS Standards Program activities • Strategic objectives are based on ITS Program goals and objectives • Engage transportation community to help shape role of USDOT and verify how plan addresses stakeholder needs • Sections are based on objectives above

Technical Approach: Establish Coordinating Working Group • Establish ITS Standards Strategic Plan Coordinating Working Group • From public and private sectors • From academia and associations • Representing focus areas of: • Vehicle connectivity • Environment and energy • Integrated payment • Institutional related polices and procedures • Real-time traffic • Purpose is to provide input on role of USDOT and feedback on objectives and activities

  14. Technical Approach: Strategic Objectives • Define Strategic Objectives for ITS Standards Program • Derived from ITS Program goals and objectives • Reviewed and approved by JPO • Feedback provided by Coordinating Working Group in face-to-face meeting

Technical Approach: Future Program • Describe future ITS Standards Program activities • Based on ITS Standards Program strategic objectives • Describes future ITS Standards Program activities • Recommends USDOT role • Recommends levels of funding per life-cycle phase • Defines criteria for prioritizing funding and involvement by USDOT • JPO to Review and approve • Coordinating Working Group to provide inputs on USDOT role via survey, and feedback on criteria

Technical Approach: Technical Scan Plan • Develop draft technical scanning plan to assess emerging technology • Involvement of emerging technology subject to prioritization criteria • New technology could affect changes in prioritization criteria • JPO to review and approve Technical Scan Plan

  17. Technical Approach: Develop Strategic Plan • Draft ITS Standards Program Strategic Plan: • Contains four sections • Reviewed and approved by JPO • Feedback provided by Coordinating Working Group • Feedback reviewed by JPO and draft updated • Final reviewed and approved by JPO

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative - Safety - Outcome: Significant reduction in crashes, injuries, fatalities and associated economic costs • Goal: Transformative Safety thru Vehicle and Infrastructure Connectivity • Objective: Enable active safety applications i.e., applications designed to assist vehicle operators avoid imminent crashes (low latency). • Objective: Improve safety by providing in-vehicle crash avoidance warnings (not low latency). • Objective: Perform necessary research & testing to enable potential safety regulations • Objective: Provide foundation for technologies to enable partial or full vehicle control. • Objective: Enable vehicle-based applications such that they achieve program objectives without negatively impacting driver focus • Objective: Harmonize standards and architecture internationally around the vehicle platform

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative - Mobility – Outcome: Significant improvements in mobility that result in more sustainable and livable communities • Goal: Capture complete real-time information on all roads and all modes to support transformational system performance • Objective: Capture real-time mobility data from vehicles • Objective: Capture real-time system cost information across modes (parking, transit, pricing, tolling, etc) • Objective: Integrate real-time mobility data from all sources for use in transportation management and performance improvement • Objective: Develop standards to foster the market for real-time data

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative - Mobility – Outcome: Significant improvements in mobility that result in more sustainable and livable communities • Goal: Achieve transformative transportation management and system performance through applications of vehicle and infrastructure connectivity • Objective: Create applications and strategies for the use of real-time mobility & cost data from all sources for use by transportation managers • Objective: Create applications and strategies for the use of real-time mobility & cost data to ensure safe and secure freight movement • Objective: Create information from real-time mobility and cost data from all sources for use in traveler information

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative - Mobility – Outcome: Significant improvements in mobility that result in more sustainable and livable communities • Goal: Realize “Next Generation” electronic payment systems that support transformational system performance • Objective: Create interoperability of electronic payment systems across modes (parking, transit, pricing, tolls, etc.) • Objective: Enable technology solutions in support of national policy for transportation financing

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative - Environment - Outcome: Reduced transportation impact on the environment and improved livability • Goal: Enable environmental management through vehicle and infrastructure connectivity • Objective: Capture environmental data from vehicles • Objective: Integrate real-time mobility data from all sources for use in transportation management and performance improvement • Objective: Create applications that use real-time data on environmental impact for use by transportation managers • Objective: Create information from real-time data on environmental impact for use in traveler information

Confirmation of Strategic Initiatives, Goals, and Objectives Strategic Initiative – Policy foundation for deployment - Outcome: New institutional policy and potential regulatory requirements, and foundations for effective deployment of technologies • Goal: Establish an institutional foundation for deployment of safety, mobility, and environmental applications of vehicle and infrastructure connectivity • Objective: Identify and research solutions to address institutional foundations; governance, privacy issues, potential regulations, and policies, both nationally and internationally, to implement transportation technologies • Objective: Incorporate research into all goals to address social equity to ensure benefit to all from transportation technology solutions
