  2. Timeline RFP ISSUANCE DATE: January 3, 2024 SUBMITTAL DUE DATE AND TIME: February 15, 2024 at 4:00 PM AZ. SUBMITTAL LOCATION: Mountain Line 3773 N. Kaspar Dr., Flagstaff, AZ 86004 purchasing@mountainline.az.gov PRE-SUBMITTAL MEETING: January 23, 2024 at 11:00 AM AZ via Zoom. The Pre-Submittal Meeting is Mandatory. All questions must be submitted via email only February 5, 2024 by 5:00 PM. Answers to questions and other clarifications will be in the final Addenda issued through Mountain Line Website. QUESTIONS:

Background • Partnership between Mountain Line and City of Flagstaff • Design and construct a series of pedestrian and bicycle infrastructure improvements across Flagstaff to support access to transit • Federal Transit Administration (FTA) grant funded • Post-construction, the City of Flagstaff will be the owner of the pedestrian and bicycle improvements

  4. Design Phase • Arudurra is the Design Professional • We are currently in the design phase for the improvements • 60% design is anticipated to be completed by March 30, 2024 • 15% Design for the improvements are in Exhibit A and Exhibit B on our website

  5. Construction Phase • Phased construction over late 2024 – 2026 – Multiple pre-construction phases • The City of Flagstaff’s Project Manager will be the CMAR’s direct point of contact for the project

  6. Scope of Work • Pre-construction phase – Site reviews – Utility coordination – Recommendations on construction feasibility, materials, grouping of projects – Project schedule and budget – Participate in design meetings – Cost estimates – Perform value engineering (if needed)

  7. Scope of Work • Construction Phase Services – Complete management and oversight of the entire construction process – Enter an “At Risk” contract with all subcontractors – Assist with all State and City local submittals – Continuous on-site management services throughout the construction phase • Provide weekly certified payrolls (including subcontractors) in accordance with Davis Bacon Act requirements – Manage and facilitate all labor, equipment, material, subcontractors as required to start, build, and complete the project – Administer post-construction closeout and warranty collection
