  4. Political instability Basically this means that some of the governments, like Germany, were weak. Economic devastation This means some countries were have HUGE problems with money.   5. The Rise of WHO? • The Rise of Fascism Fascism is a political philosophy where total power is given to a dictator, and individual freedoms are denied. Germany and Italy both became fascist countries. It may be hard to understand why people would want that type of government.
