  2. Proposed Kansas Air Quality Plan Douglas Watson, Mindy Bowman, Russ Brichacek, Tom Gross Kansas Air Quality Seminar March 6, 2008 Kansas Department of Health and Environment Bureau of Air and Radiation Our Vision – Healthy Kansans living in safe and sustainable environments.

  3. Our Vision - Healthy Kansans living in safe and sustainable environments.

  4. Why do we Want or Need an Air Quality Plan? Don’t we have a plan called the State Implementation Plan (SIP)???? YES but …………………… Our Vision - Healthy Kansans living in safe and sustainable environments.

  5. Is this the SIP?? How about this one?? Actually it is all of these!! Our Vision - Healthy Kansans living in safe and sustainable environments.

  6. What do we envision the Air Quality Plan doing? • More user friendly • Give citizens of the State a better understanding of the challenges faced by KDHE • What we are presently doing across the state to address these challenges • What we plan to do in the future to address these challenges Our Vision - Healthy Kansans living in safe and sustainable environments.

  7. LAYOUT • Kansas Weather • Program Overview • Existing Air Quality Status in Kansas • Emissions Inventory • Air Quality Planning Regions • Now and into the Future Our Vision - Healthy Kansans living in safe and sustainable environments.

  8. Process • Living Document • Every year – Amend “Now and into the Future” section of document as needed • Every three years – Update entire document, including emissions inventory section • Public participation • Every other year – Air Quality Conference • Off years - • Special Public Meeting • Meeting in Air Quality Planning Regions Our Vision - Healthy Kansans living in safe and sustainable environments.

  9. Kansas Weather • Two way street • Presence of pollution in atmosphere may affect weather • Weather affects concentration and dispersion of pollutants • Main pollutants of concern • Ozone • Particulate Matter Our Vision - Healthy Kansans living in safe and sustainable environments.

  10. Air Quality Status • Current Monitoring Network Collects Data On: • PM2.5 • PM10 • O3 • SO2 • NO2 • CO • H2S • NH3 • TSP • Visibility Our Vision - Healthy Kansans living in safe and sustainable environments.

  11. Air Quality Status Con’t. • Currently meet all federal ambient air quality standards – (Exception to this is Kansas City Ozone) • Two pollutants of concern – PM and Ozone • New standard for PM recently released – Kansas continues to meet this new standard • New ozone standard set to be released this week. Likely to be lowered from 80ppb to between 70-75ppb. Our Vision - Healthy Kansans living in safe and sustainable environments.

  12. Our Vision - Healthy Kansans living in safe and sustainable environments.

  13. Our Vision - Healthy Kansans living in safe and sustainable environments.

  14. Our Vision - Healthy Kansans living in safe and sustainable environments.

  15. Kansas Air Pollutants Our Vision - Healthy Kansans living in safe and sustainable environments.

  16. Air Quality Planning Regions • Divided state into five planning regions • Better define the responses and actions needed for specific areas of state • Not a “one glove fits all” approach • Regions selected using the following criteria • Meteorological data • Geography • Existing regulatory status • Air monitoring data • Emissions inventory data • Population/industrial base Our Vision - Healthy Kansans living in safe and sustainable environments.

  17. Our Vision - Healthy Kansans living in safe and sustainable environments.

  18. Our Vision - Healthy Kansans living in safe and sustainable environments.

  19. Now and into the Future • Three of BAR’s ongoing clean air strategic plan goals are • To conserve air quality • To control air pollution • To provide quality service to customers Our Vision - Healthy Kansans living in safe and sustainable environments.

  20. Kansas City • Ozone Maintenance Plan • Implementing contingency measures for Phase I • Regulations • Possible Need for Phase II measures • New Ozone Standard – Develop a nonattainment SIP • Clean Air Action Plan • Voluntary measures • Short list developed • Need to bring more resources to bare (SEPs ?) • Commitment from individuals and small businesses to reduce mobile and nonpoint emissions • Resources • Outreach Our Vision - Healthy Kansans living in safe and sustainable environments.

  21. Wichita • New Ozone Standard – Develop a nonattainment SIP? • Intensify public education/outreach about air quality issues • Resources? • Continue participation in EPA’s Voluntary Ozone Reduction Council • Potential health risk assessments for Hazardous Air Pollutants (HAPs) using modeling, inventory and monitoring data Our Vision - Healthy Kansans living in safe and sustainable environments.

  22. Proposed Revisions to Ozone Standard Our Vision - Healthy Kansans living in safe and sustainable environments.

  23. Rangeland and Crop Residue Burning • Flint Hills Burning • Air Monitoring Project – PM10 • Potential Health Effects Study with the Center for Disease Control (CDC) • Continue to meet with agricultural interests on this issue • Public Education • Best Management Practices • Alternative/expanded burn windows • Use of BlueSky-Rains model by Extension Agents • Research Projects- KSU and University of Maryland Our Vision - Healthy Kansans living in safe and sustainable environments.

  24. Our Vision - Healthy Kansans living in safe and sustainable environments.

  25. Maintain an Effective Ambient Air, Mercury and Visibility Network • Mercury Deposition Monitoring – • Authorized in 2007 by Kansas Legislature • Complete six monitoring sites across the state • Included in the National Mercury Deposition Network • Specific Goals • Determine amount and distribution of mercury contained in precipitation across the state. • Attempt to evaluate potential transport of mercury into the state • Establish trends of mercury wet deposition across the state • Attempt to establish a correlation between atmospheric deposition and mercury levels in surface water Our Vision - Healthy Kansans living in safe and sustainable environments.

  26. Our Vision - Healthy Kansans living in safe and sustainable environments.

  27. Climate Change/Greenhouse gases • Continue to participate in The Climate Registry (TCR) • KDHE will continue to participate as an observer in the Western Climate Initiative • BAR will work to build awareness of the linkages between issues that affect climate change and those that affect air quality in general. • Pursue voluntary GHG reductions • Continue to track the national policy debate • Gather yearly GHG emissions inventory data from sources Our Vision - Healthy Kansans living in safe and sustainable environments.

  28. Kansas City Railroads Our Vision - Healthy Kansans living in safe and sustainable environments.

  29. Kansas City Railroads • Large source of NOx emissions in Kansas City • Working with railroads to achieve voluntary emissions reductions • Air monitoring study near rail yards in planning stages • Particulate matter • Working to mitigate air quality impacts associated with the BNSF Gardner Intermodal Facility • BNSF commitment letter – Idle reduction technologies installed on some locomotives – MORE NEEDED Our Vision - Healthy Kansans living in safe and sustainable environments.

  30. Emissions Inventory Program • Implement web-based emissions inventory system • GHG emissions inventory • Working with EPA to build the Exchange Network that will increase access to environmental data and make the exchange of data more efficient • Devote more resources to developing better area source inventory data for the state Our Vision - Healthy Kansans living in safe and sustainable environments.

  31.
