  1. Introduction MISSION The mission of the Division of County Lands is to provide high quality and cost-effective Government Real Estate Services in the transaction of County business.

Core Services REAL ESTATE ACQUISITION Acquire all real estate interest from private and public property owners as necessary to construct Capital Improvement Projects (CIP) or specially funded projects (e.g. Federal or State Grant Programs, MSTBU Projects) in full compliance with Federal, State or local laws, as may be required for governmental real estate transactions. Perform feasibility cost studies for potential CIP land acquisition projects utilizing standard appraisal techniques.

  3. Core Services (Cont’d) REAL ESTATE DISPOSITIONReview County owned surplus real estate for possible disposal either by donation or sale in full compliance with Florida Statute 125.35 or Florida Statute 125.38, as the case may be, for disposition of governmentally owned real estate.

Core Services (Cont’d) REAL ESTATE TITLE EXAMINATIONPerform complete examination and special research of real estate ownership and of property encumbrances necessary to properly support the requirements of core services previously described.  Further, provides title examination and reports to the County Attorney's Office for litigation of real estate condemnation and/or foreclosure.

Core Services (Cont’d) COUNTY LANDS INVENTORY CONTROLMaintain the official inventory of all real property owned by Lee County with information as to purpose for acquisition, costs associated with purchase, existing environmental conditions, improvements made to the land, if any, and potential for subsequent sale, to include input to the Geographical Information System (GIS) for visual reference.  Complies with County Administrative Code and Public Record Laws.

  6. Core Services (Cont’d) TAX DEED SALES OF COUNTY HELD CERTIFICATESInitiate applications for tax deed sales, deposit fees and handle subsequent liquidation of County held tax certificates, in full compliance with Florida Statute 197.502 and F.A.C. 12D-13.060.

Core Services (Cont’d) CONSERVATION LANDS PROGRAM (Conservation 20/20)Assist the Board appointed citizen advisory committee with all required land buying activities of the Conservation Lands Program.  Coordinate the implementation of the program and evaluation of nominated properties for consideration by the advisory committee.

  11. Where are we today? FY 09-10 Current Budget: $1,139,657 Approved positions: 13 Current Vacancy: 1 Budget Change: - 6%

  12. Where are we today? Substantial savings involved with voluntary acquisition vs. condemnation. Typical Condemnation Costs on Average are33% HIGHER than when County Lands acquires the property. County Lands voluntary acquisitions average 74% of projects completed.

  13. Where are we going? Due to attrition, one position remains vacant. County Lands has maintained a very tight budget over numerous years (e.g. 16 positions in 1994 to 13 positions today). • Doing more with less • Operational Efficiencies • Cross Training • Work load remains steady. However recognizing the economic state the County is facing, the one vacant position will be eliminated bringing total positions to 12, of which all are currently filled.

  14. Three-year Projections Major Revenues: None expected Major Expenses(State Mandated): Anticipated increase in the number of Tax Deed Applications due to delinquent taxes. Current Fees to Tax Collector and Clerk of Court are $475 per property.
