  3. Current Reality In Sonora, each month we measure the behavior of the crime rate in the 15 most important municipalities that concentrate 90% of the population. State Crime Rate Traffic Light, April 2011. 02

  4. Current Reality The system shows of the crime rate by neighborhood, time and week day on which crimes occur, in order to thus tackle problems forthwith. Car theft in Hermosillo in April 2011. 03

Current Reality The behavior of crimes is consulted on-line and in real time, every single day by means of a network to which the 15 Mayors, their Police Chiefs, the State Chief of Police, the Executive Secretary of Public Security and the State Governor are connected. All of this is done through iPAD equipment which contains the application of the State Crime Rate Traffic Light, Criminology Data Bases and other resources for consultation. iPAD with Traffic Light application. 04

  6. Current Reality. Success Story: Nogales Based on the strategies resulting from the State Crime Rate Traffic Light, the municipality of Nogales was able to decrease its Homicide rate 68% in the period from January to April 2010 and January to April 2011. 05

Success Story: Puerto Peñasco (Rocky Point) In Puerto Peñasco, by taking into consideration intelligent information provided by the State Crime Rate Traffic Light, a strategy was designed that enabled to decrease thefts 83% from January to April 2010 and January to April 2011. 06

  8. Current Reality Sonora at the National Level Sonora is the only state in Mexico’s northern border which currently is ongreen.This means that the criminal rate in general, is below that of the national mean. El estado más seguro de la frontera Norte de México. 07

  9. Current Reality. A Look at Car Theft. The data for Sonora correspond to accusations filed before the State Attorney General’s Office. The data for the states of California, Texas, and Arizona correspond to the FBI. Figures were taken for the January-June 2010 period, the most recent available in the United States. In all cases, the crime rate is for every 100,000 inhabitants. 08 Robo de Automóvil

  10. Current Reality. A Look at Rape In the case of this terrible crime, once again it can be seen that the problem is not as serious in Sonora as in the border states on the U.S. side. 09

  11. Current Reality. A Look at Homicide The brave and frontal war which the government of Mexico’s President, Felipe Calderón Hinojosa, is waging against drug cartels has triggered the homicide rate. The immense majority of these crimes occur between drug dealer groups that are fighting for territories to introduce drugs into the United States. Sonora has also been involved in the problem, but we have been able to contain the situation. 10

  12. Equipment and Technology for Everyone’s Security In order to prevent criminals from having any advantage, in Sonora we have equipped our police forces and prevention, surveillance and combat areas with state-of-the-art technology, weapons, and protection systems. 11

  13. Equipment and Technology The Government of Sonora is strengthening its security forces to prevent criminal groups from moving around in our territory. We have 3 helicopters, one of which is armored and equipped for rescue operations. We also have a stealth airplane to survey the territory from the air, which is the only aircraft of its type in Mexico. 12

  15. Equipment and Technology. The Armored Helicopter for Surveillance and Rescue BELL 260 L4 “Lone Ranger”, manufactured in Vancouver, Canada, and equipped in Piney Flats, Tennessee, U.S.A. Technology and functions similar to those of the stealth airplane. Aerial surveillance, rescue, follow-up and navigation equipment. Includes a winch for aerial rescue. Aircraft Video 14

  17. For providing service and protection to our visitors, Sonora has policemen specialized in the provision of Services to Tourists. These police agents are bilingual, are trained to provide first aid care in case of an accident; they guide and protect tourists, because their responsibility is taking care of tourists’ needs. Currently, the Tourist Service Police operates in Puerto Peñasco, Caborca, and San Carlos 15

  18. Citizen and Visitor Service To report any emergency, tourists in Sonora can dial 911 from any of our 71 municipalities. Their call will be answered by our local 066 emergency line by bilingual staff 16

Citizen and Visitor Service Eleven Control, Command, Communications and Computer Centers (known as C4) operate in Sonora, besides 2 mobile Centers that take care of emergency and anonymous complaint calls. These Centers alert law enforcement corporations, in order for the latter to take care immediately of distress calls made by the population. 17

  20. Citizen and Visitor Service The DARE program, which is very well known here by all parents who have or have had school age children, is a magnificent strategy to protect children from the danger of addictions to all types of drugs. 18

  21. Certified Professional Police Sonora is amidst the process of creating the new Accredited State Police, with agents certified in trust control, who are highly trained. This year the number of elements hired has doubled. Most of them are professional career policemen. 19

  22. Certified Professional Police Municipal and state agents, as well as public officials related to security and law enforcement are evaluated in the Evaluation and Trust Control Center (C 3). 20

  23. Certified Professional Police To match the professionalization of the state police, the Government of Sonora increased their salaries and benefits. The agents’ monthly pay was increased in over 75% and that of Heads of Groups, 50% approximately. Sonora is one of the country’s three states that pay the best salaries to their policemen. 21

Certified Professional Police In order to guaranty reliable and efficientservices to citizens, Sonoran policemen are in the process of being certified as regards the performance of their activities through the ISO 9000 Standard. Furthermore, in order to achieve excellence in police service, our corporations will begin their certification process by the Commission on Accreditation for Law Enforcement Agencies (CALEA®). 22

  26. Conclusions During the last 6 months, Sonora has decreased its crime rates in an important way, through the sustained coordination effort among municipal, state, and federal police forces. No American tourist or visitor has been kidnapped or murdered in Sonora. Visitors can enjoy our nature, make business, or live here in peace. Sonora is a region full of natural beauty, activities, and tourist attractions that are especially important for residents of Arizona and New Mexico. We are the natural beach for Arizonan citizens. Places such as Puerto Peñasco (Rocky Point), San Carlos or Kino Bay are close by; they are safe and feature all types of services.   27. Conclusions Currently, Sonora has better trained, better equipped, more reliable policemen, dedicated to ensuring the security of our citizens and visitors. Since Arizona is so important for Sonorans, we want Sonora to continue being an attractive and secure area for Arizona’s citizens. We are striving to achieve it day by day. In Sonora you can vacation, rest, enjoy nature, find new investment opportunities ... All of this is very close to Arizona and in a comfortable and secure environment.
