  1. Goal: Streamline the Review Process • Green light: package is complete and pre-conditions are all met • Yellow light:package is complete and some, but not all, pre-conditions are met • Red light: Package is incomplete and/or several pre-conditions are not met

  2. Concept • Identify metrics that could be used as a simple screen such that: If the predefined conditions are met, then there is a clear causal relationship (green light) If some predefined conditions are not met, then further analysis and narrative will be required specifically on those predefined conditions that were not met (yellow light) If numerous predefined conditions are not met, the S/L will need to prepare a compelling demonstration in their request package (red light)

Clear Causal Relationship andthe “But for” Test See EER Clear Causal_1 final.doc • Question: Is the “but for” test a direct outgrowth of the causal relationship showing? • Demonstrate that the event occurred (when/where) • Demonstrate that the event was unusual • Demonstrate that anthropogenic sources were reasonably controlled (to be discussed later) • Demonstrate source/receptor relationship

Reasonable Actions to Protect Public Health The NEAP-like Option (Dave McNeill, Lynn Menlove) • Would there be any benefit for a state/local agency to prepare an action plan in anticipation of, rather than as a reaction to, an event? • Would having such a plan expedite this step in the exceptional events process?
