  3. Background • Lt Gen Rice announced realignment of ANG Military Technicians to AGR. Maximizes recruiting & retention, readiness and overall lethality of our force. • Long range goal of force mix of 65% AGR and 35% Military Technician/Title 5. • Four guiding principles: increase readiness, target critical AFSCs, location factors, and special military needs – ANG Functional Area Manager driven, locally executed. • 3,183 Military Technician’s realign to AGR effective 1 April 2019.

Where Are We Today • IDANG realigns 36 enlisted and 3 officer positions to AGR effective 1 April 2019. • Finalizing affected positions; • Includes MXG, MSG and OG. • Developing realignment business rules; must be uniform, repeatable, and nondiscriminatory. • This is an informational briefing – I will not have definitive answers to all questions today.

  5. Considerations • Must have a long range view (5 years). • Your shop or position may not be affected this year but may be over the next few years. • AGR accession standards will not be relaxed. • ANGI 36-101 chapter 5 remains in affect. • Only voluntary entry into the AGR program. • Non-competitive appointment is authorized (though likely only to be used in rare circumstances). • Every effort will be made to ensure continued employment but will require the full range of management tools.

Who is Affected • General Notice of Realignment • 36 enlisted and 3 officer tech positions become unfunded effective 31 March 2019. • Competitive area includes all Technicians assigned to permanently funded positions in the IDANG. • Every effort will be made to place all Technicians Impacted. • In most cases priority of placement for vacancies will be to members in affected positions. • Full range of management tools will be used.

Management’s Tools • AGR Vacancy Announcements • May include non-competitive selection if fully qualified. • Area of consideration will be targeted to effected work area. • Potential selections will be analyzed from a strategic force management perspective (what makes long term sense for the organization). • Will advertise and select early with a 1 April start date. • Advertisements will include statement about loss of funding for technician positions • AGR applicants required to submit signed statement understanding loss of technician funding and potential impact to future USERRA with IDANG

  9. Management’s Tools • Voluntary Early Retirement Authority (VERA) • Age 50 with 20 years service • Any age with 25 years service • FERS: No reduction • Ineligible if in the MEB process

  10. Management’s Tools • Voluntary Separation Incentive Pay (VSIP) • Over 3 years of service • May be combined with VERA • 5 year restriction on Federal re-employment • Ineligible if in the MEB process • Not An Entitlement

Up Coming Actions • Issue Realignment General Notice. • Written notice about anticipated changes when specifics are unknown. • Complete position identification. • Employ the management tools. • Issue Specific Notice if needed. • Advertise AGR positions • 1 April 2019 start date for new AGR. • Standby for FY20 guidance.
