Vision & Mission VISION To enable each and every farmer achieve sustainable and profitable agriculture production. • MISSION • To ensure every farm holding is provided with Soil Health Card by June 2017. • To assess requirements of agriculture inputs well in advance and to regulate their production and monitor timely supply of quality seeds, fertilizers pesticides, implements and credit etc., to farmers. • 3. Drought proofing and climate change resilience. • 4. Facilitate the farmers to get financial help through loans, crop insurance etc., with special focus on tenant farmers. • 5. Train and motivate the farmers on INM, IPM, Water Management, Post Harvest Technologies through effective extension reach and ICT based tools. • 6. Monitor the weather condition and guide the farmers suitably through weather advisories. • 7. Organize pest surveillance and keep the farmers aware of the appropriate action. • 8. Increase area under Farm Mechanization through CHCs - Promotion under PPP mode • Promoting inter cropping, poly cropping, redgram on rice and commercial crop bunds • Real time crop booking and use of IOT for better monitoring and execution 2

  4. AREA AND PRODUCTION OF TOTAL FOOD GRAINS IN AP Area reduction : 2.3% to normal Production loss due to drought was 1.1 LMT and due to heavy rains was 5.3 LMT

STRATEGIES ADOPTED FOR IMPROVING PRODUCTION, PRODUCTIVITY AND COST REDUCTION • Direct sowing in paddy and MSRI : 5.0 lakh ha • Varietal replacement in major crops : 2.0 lakh ha • Promotion of moisture conservation furrows in the rain • fed crops like redgram, ground nut and cotton etc., : 0.20 lakh ha • Promotion of redgram crop on rice and other Commercial • crop bunds : 0.40 lakh ha • Promotion of inter crop in ground nut, cotton , millets etc., : 2.5 lakh ha • Promoting pre kharif crops with pulses and sesame under • Nagarjuna Sagar Project and Krishna Western Delta :0.25 lakh ha • Promotion of summer pulses duly advancing the cropping • season under Godavari and Krishna delta system by June • and harvesting rabi paddy by March : 0.48 lakh ha

DROUGHT PROOFING MEASURES • PantaSanjeevani: • Digging of Farm ponds and Lining for dry spell mitigation in convergence with MGNREGS. • Moisture Conservation Furrows: • 0.20 lakh ha covered in groundnut, redgram, cotton, blackgram, maize etc., in rainfed areas. • Deep Ploughing: • To break hard pan in light soils and conserve rain water during monsoon - Deep ploughing with sub soilerspromoted in 25,000 ha. • Contingency Plan: • Work shop conducted in coordination with CRIDA and ANGRAU scientists. • District wise contingency plan prepared & required contingency crop seed supplied (33,122 qtls.). • Ground Water Collectivization: • Collectivization of ground water through linking of bore wells, sharing of the water amongst the farmers was adopted in 1000 ha in Ananthapur district and 500 ha each in Chittoor and Kurnool districts. 6

Weather Advisories – Bulk SMSs to farmers - Dept. & University. 8

  9. ACHIEVEMENTS IN PADDY DURING 2015-16 • The total paddy production during 2015-16 was 112.3 LMT (-11%) as against 126.8 LMT during 2014-15. • The area decrease was 13% (21.61 lakh ha) over normal (23.39 lakh ha) • The productivity during rabi was all time record of 6,660 kg/ha.

STRATEGIES Paddy • Adoption of flood and lodging tolerant rice varieties in flood and cyclone prone areas for increasing the yield by 15– 20% - varieties MTU 1064, MTU 1061 and MTU1075. • Promotion of green manuring for improving soil organic carbon in over 3.40 lakh ha. • Promotion of Direct Seeding/drum seeding/MSRI for cost reduction and timely sowing in 3.7 lakh ha. • Soil test based nutrient recommendation with special focus addressing micronutrient deficiency correction by providing them on 50% subsidy. • Formation of alleys • Water budgeting.

STRATEGIES MAIZE: • Popularising single cross hybrids • Popularization of Maize sowings with seed cum fertilizer drill. • Zero tillage maize practice in Rice fallows – reduction in cost of cultivation up to Rs.2500/acre. • Popularization of foliar application and fertilizer sprayings. • Special emphasis on baby corn, sweet corn and popcorn varieties. • Encouraging intercropping with redgram of 2:1 under rainfed conditions. • Replacing Rabi paddy with maize during rabi as ID crop to increase the cropping intensity.

  14. ACHIEVEMENTS IN PULSES DURING 2015-16 • Total Pulses production during 2015-16 was 12.29 LMT as against the best year (2012-13)11.33 LMT which is 8.5% increase. The growth over 2014-15 was 29.4% . • The area of pulses during 2015-16 was 14.5 lakh ha which is the highest in the last five years. • Redgram production was 1.32 LMT in 2015-16 (16.8% increase) as against 1.13 LMT in 2010-11 (Best year). The growth over 2014-15 was 73.7% . • The highest productivity of 599kg/ha over previous five years was recorded in redgram. • Blackgram production was 4.11 LMT in 2015-16 as against 3.26 LMT in 2011-12 (best year) with 26.1% increase. An increase of 37.5% over previous year. • Greengram production was 1.37 LMTs in 2015-16 almost the same as in 2014-15 (1.41 LMT ) which is the best year. • Bengalgram production was 5.00 LMT in 2015-16 as against 3.91 LMT in 2014-15 with 27.9% increase.

STRATEGIES • Redgram • Short duration varieties in Rayalaseema area to avoid terminal moisture stress. • Promoting intercropping with other crops (2.5 lakh ha) andgrowing redgram on Rice bunds (40,000ha) and commercial crops field bunds (10,000ha). • Transplanting redgram for productivity enhancement on pilot basis in 200 ha • Redgram followed by foxtail millet crop sequence to increase cropping intensity. • Timely pest management through Neem oil at Flower bud initiation • Creating water conservation furrows - 10,000 ha • Protective irrigation under dry spells using rainguns (1955 units supplied to farmers on 90% subsidy) • Market intervention through MARKFED for price stabilization -Procured 984 MT during 2015-16 (Price ranged from Rs.7650 to Rs.8450/qtl)

Blackgram and Greengram: • Supply of quality seed of new varieties through robust perspective seed plan (three years seed rolling plan) - PU 31 and LBG 786 in blackgram (YMV resistant). • Foliar nutrition and drought tolerance by use of KNO3 @ 10g/lit. • Increasing the area in Rice fallows (5.72 lakh ha) and as summer Pulse (0.48 lakh ha) expanding to the traditional districts like Srikakulam, Vizianagaram, Nellore and Chittoor • Two crop sequence under rainfed during Kharif/rabi in place of mono cropping(Greengram followed by Bengalgram) in 30,000 ha. • Chickpea: • Drought tolerant and wilt tolerant varieties with high yielding. • Growing pre-kharif short duration crop (blackgram / greengram / setaria) to increase the net returns per unit area (20,000 ha).

ACHIEVEMENTS IN EDIBLE OIL SEEDS DURING 2015-16 • The productivity of total edible oil seeds is 970kg/ha in 2015-16 as compared to 733 kg/ha in the best oil seeds production year of 2010-11. • The total edible oil seeds production during 2015-16 was 8.44 LMT as against 5.69 LMT during 2014-15(48%increase) • In Groundnut the best productivity of 1033 kg/ha was recorded during 2015-16 over previous 5 years. • Groundnut production of 8.01 LMTs was recorded during 2015-16 which is 62.5% increase over previous year.

  26. STRATEGIES Popularization of drought tolerant, high yielding and short duration varieties, viz, K9, Dharani, Anantha and KadiriHarithandhra. Community Managed Seed System(CMSS): Production of certified seed at village level in farmers fields through ManaVithanaKendralu ( MVKs) in coordination with NGOs for timely supply of required quantities locally. Timely Supply of Ground Nut seed along with inter Crop Seed and Gypsum Increase in area of redgram as inter crop in groundnut for sustainable income. Encouraging water conservative furrows along redgram inter cropping Life saving irrigation during prolonged dry spells utilizing water from “PantaSanjeevini” (farm ponds) through rainguns/ sprinklers. Increasing the area during Rabi to enhance production (increase of 23,000 ha over 2014-15)

Convergence with other departments • Rural Development - MGNREGS • Technical convergence through Agricultural Extension and Fund convergence. • Material component by Agriculture Dept. & wage component from MGNREGS. • Under PMKSY: • Lining of 10,000 big farm ponds . • Recharging of 10,000 bore wells by constructing sunken pits around bore wells. • Under NMSA: • Formation of conservation furrows in 1.3 lakh ha. • Construction of 200 post harvest storage structures. • Under NMAET – Technical convergence: • Capacity building on low hanging fruits on vermi compost use, promoting ID Crops. • Extensive water use efficiency campaign through ATMA. • The above interventions are focused in NFSM clusters. • Digging of Bore wells under NTR Jalasri in command area to tap available ground water for conjunctive use of water resources. 29

Agricultural Credit • Quarterly SLBC is being presided over by Hon’ble Chief Minister with all stake holders regularly. • Interest Free Crop Loans upto Rs. 1 lakh & pavvalavaddi (3% interest)- between Rs. 1-3 lakhs • The Andhra Pradesh Land Licensed Cultivators Act, 2011 • The Andhra Pradesh is the 1st state in the country to promulgate an Act no.18 of 2011, dt: 23.12.2011 (The Andhra Pradesh Land Licensed Cultivators Act, 2011) to provide loan and other benefits eligibility cards (LEC) to the land licensed cultivators. • During 2015-16, 5.0 lakh LECs were issued. One tenant lakh farmers got loans. • Certification of Cultivation (COC) • The tenant farmers who were not issued LEC, are provided with COC from 2016-17 for getting • loans and other benefits from the department. • Agriculture credit – 2015-16 • Rs.57,084 cr of crop loan disbursed which was 19% more than the target covering 63.7 lakh accounts • Rs. 18,363 cr of Agriculture Term Loan including allied sectors was distributed to 7.6 lakh accounts (7% more than targetted) 32

STRATEGIES AND ACTION PLAN 2017-18 a) Special Campaign: Planned to organize special campaigns with focus on area specific issues during April & May 2017, for enhancing Productivity levels of all the Crops. District & Area specific Interventions. Identifying Agricultural Division/village as a unit. Special focus on low productivity large areas & localized interventions for yield enhancement. Training & capacity building for extension functionaries & farmers through interaction at Mandal level. Adopting Best Management Practices. Scaling up of already high productive areas to National best. Convergence with other stake holder Departments (Irrigation, Horticulture, Animal Husbandry, Rural Development, ITDA etc.). 3/13/2017 33

  34. b) Farmers awareness & Capacity Building campaigns on improved best practices, to increase Farm Mechanization, etc., (Srikakulam, Vizianagaram & Visakhapatnam). c) Increasing the Area under Summer Pulses, promoting Red gram on Paddy Field Bunds, Promoting Green Manure Crop for Soil fertility enhancement & Water Budgeting in Godavari Delta (East & West Godavari Districts). d) Advancing the Kharif Paddy Crop in view of Stabilization of Ayacut through Pattiseema, promoting 3rd Crop, promotion of Fodder Crop for silage (Krishna & Guntur Districts). e) Promoting Pre- Kharif Pulses to an extent of 1.25 Lakh Ha. Encouraging Fodder Crop and Promotion of ID crops in place of Paddy in NSP area. (Prakasam & Guntur Districts). f) Promotion of Inter Crop & Poly Cropping (Navadhanya Concept), deep Ploughing for Moisture retention, Mother furrows, promotion of Millets and lining of farm ponds etc., (in Rayalaseema & PrakasamDistricts). 3/13/2017 34

  35. To improve Soil Health, Green Manure seed will be supplied on 75% subsidy. • To make all inputs, Advisories to the farmers at one stop shop at village level is planned on pilot basis. • Supply of Micronutrients in deficient areas along with Seed distribution linking with Soil Health Cards advisories. • Finalization of tenders of all inputs & Farm Mechanization before March – To make available to the farmers well in advance. • Distribution of all types of seeds through Aadhaar linked web land enabled biometric system. • DBT will be adopted from 2017-18. • Seed treatment on 100% basis by making available the seed treatment chemical at village level. 3/13/2017 35
