Laws and Public Procurement • European Directives and in France: • The article 56 of the new Public Procurement Code, in force since beginning september 2001, and the subsequent ministerial instructions give technical and legal basis for electronic tendering and auctions • In April 2002 is established the obligation (1rst January 2005, the latest), for a public purchaser, to be able to receive bids by electronic means …: goods, works and services calls for tender (> thresholds) • In 2010, Public Purchasers may oblige suppliers/contractors to exchange electronically: tender phase, contracting and execution phases • Since 12 March 2007, eBids may be compulsory

Update..… • ePP Watch: yearly event on 22 January 2008, located in Civil Works Federation in Paris  interim reports (success key factors, next steps with pilot volunteering Local Authorities and Construction companies…etc.): big event with a pilot demonstrator of BoQ exchanges (UN/Cefact) ! • 3 ePlatforms gained our « Label dem@PE» EdiBuild Fr service with FNTP and Ministry of Finance • Continuation of our national 3 years program: « eCivil Works 2010 » (French acronym: « TP 2010 ») – 2007/2008/mid 2009, supported by Ministry of Industry • eTendering (BoQ flows) testing and pilot final phases underway, CFEM french pilots and Supply operations for the 2 years 2008/2009.

CENthe European Standards Committee • One of three European Standardization Organizations, formally recognized by the EC • A non-profit association, whose members are national standards bodies (eg BSI, DIN, AFNOR…etc.) • Now 28 members - EU, EFTA, plus new EU applicant countries • Creating the European single market, in partnership with: • CENELEC - electro-technical standards • ETSI - telecommunications standards

CEN/ISSS • eBES Expert groups, real engine of eBES, they develop inputs to the UN/CEFACT standardization process: - EEG05 :Architecture, Engineering and Construction • BII Workshop: new workshop dealing with ePublic Procurement / 'Business Interoperability Interfaces on public procurement in Europe'
