  2. ASD SO/LIC&IC Responsibilities • Senior civilian advisor on: • Counterterrorism Strategy • Irregular Warfare • Force Transformation

  3. ASD SO/LIC&IC Priorities • Ensure that the DoD’s warfighting capabilities are used in the most effective manner in Iraq, Afghanistan, and the broader Global War on Terrorism • Ensure that all relevant capabilities are brought to bear to eliminate al Qaida sanctuaries in Western Pakistan and other areas • Build a high morale, strategically-effective organization able to serve as the principal civilian advisor to the Secretary of Defense for all DoD warfighting capabilities

ASD SO/LIC&IC Priorities • Special Operations Forces (SOF) • Develop and expand SOF capabilities, capacities, and posture without diluting quality standards • Develop locate, tag and track capabilities, and ensure future ability to clandestinely infiltrate into, operate within, and exfiltrate from denied areas • Balance strategy, resources, and senior leader development between indirect and direct approaches to IW

ASD SO/LIC&IC Priorities • Ground General Purpose Force IW and Stability Operations • Develop capabilities for steady-state and surge IW operations while maintaining capabilities for conventional campaigns • Assist our interagency partners to develop stability operations capabilities to enable a more effective whole-of-government approach

ASD SO/LIC&IC Priorities • Strategic Capabilities • Ensure the necessary space and information operations policy and capabilities to meet current and future challenges • Ensure a prompt global strike capability to deal with time-sensitive, high-value targets • Support efforts to develop an effective missile defense system and develop a robust deterrent capability

ASD SO/LIC&IC Priorities • Conventional Capabilities and Transformation • Align force transformation to anticipated future challenges and defense strategy • Ensure sufficient resources to enable the fielding of the next generation long-range strike system by 2018 • Develop undersea warfare capabilities necessary to shape the choices of countries at strategic crossroads, and to hedge against an emergent potential near-peer competitor
