  1. What Are Vital Records? As the name suggests, vital records are the essential records of our life events, such as birth certificates, marriage licenses, divorce decree, and so on. These certificates are of utmost importance to everyone, and they are proof of your American citizenship. The local authorities create these records unless the events occur in another country, the military, or the Districts of Colombia. These documents are not federal records, so they are not held by the National Archive and Records Administration (NARA).

If your parents are American, but you were born in a foreign country, you should check for the Consular Report of Birth Abroad (CRBA) issued by the U.S. embassy of that country. If you are born in a foreign country's military base and don't have CRBA, contact the hospital you are born.
