ICT Sector Standardization Standard: Specifications of network equipment, management, operation and maintenance, and end-user devices and security interactions Compliance and introduction of standard: increase efficiency of network equipments, create favorable conditions for fair competition, support new applications and services Private sector: new technology, service, usage Import: foreign manufacturer, equipments comply various foreign specifications, standard, market enforcement, conformity and interconnection, quality

Pros and cons • Cons: • Service and product diversification interfere • Outdated standards interferesector development • The increased use of free illegal services • Technological innovation neutralization, delayed the implementation of advanced technology Pros: • Establish common rules Enhance the effectiveness of system and network • Reduce uncertainty and cost • Prevent double investment • Develop technology • Affordable, complex services

Standard development National standards development and approval process, time, research and organization of public administration, regulation, and the active participation of the public and private sectors, is a complex set of work. Former Union of Industrial and Research Institute developed 50 standards were enforced in most of the old and updated. 1973-1989 Development of national standards for the telecommunications industry until 1990-2001 deteriorated stagnated. By the Telecommunications Act 2001, CRC issued right to develop and monitor the implementation of sector standards

  7. Statistic Information As of 09 March 2013 in a total of 214 standards are formulated and investigated a valid approval of 194 standards and techniques and technology standards in relation to 20 has been canceled.

  9. Standard development ladder CRC organizes national ICT sector standard development process and subsequent implementation phases. In 2009, CRC approved Standard developing rules.

Challenges • According to Mongolian Law on “Standardization and Conformity Assessment” compliance standards must be in Mongolian languages • Enforcement: users, dealers, sales people, black market • Standard resources: Luck of national standard specially ICT products. Requirements to use equipments that comply standards and type approved. • Standards development: luck of skilled standard developer, funding • HR • Location, small market
