The President`s Housing Appeal contributes in a significant way to the principle of “Leave No One Behind”. • As a matter of fact the initiative took off long before the SDGs were adopted by the International community. • The initiative aims to augment/complement government’s effort to provide housing for the needy so that no one is to left behind in accessing shelter.
The President’s Housing Appeal for Needy was conceptualized by His Excellency Lieutenant General Dr. SeretseKhama Ian Khama in 2010 with the aim of providing accommodation to the needy members of our society. • This was motivated by his conviction that shelter is a basic human need without which an individual cannot live in dignity. • In his inaugural speech on 1st April 2008 HE outlined his roadmap defined by the 4 Ds to which he later added the 5th one • DEMOCRACY • DISCIPLINE • DEVELOPMENT • DIGNITY • DELIVERY
The concept of building houses for the needy members of our society is to a large extent a good response to the call of restoring DIGNITY to the less privileged. • DIGNITY is a fundamental human right that relates to the state or quality of being worthy of honour or respect. • This entitlement is enshrined in the Constitution of Botswana to be enjoyed by everyone by virtue of being human. • The initiative is also consistent with the Vision 2016 Pillar of a COMPASSIONATE, JUST AND CARING NATION. • The 1948 Universal Declaration of Human Rights also endows individuals with this basic right regardless of their color, race, origin, sex, or religion.
TARGETING METHOD • Holistic approach • National Policy on Destitute Persons (2002) • Revised Housing Policy of 1999 – places an obligation on District/Town Councils to provide basic shelter for destitute persons and to budget accordingly. • Assessment based on a means test. • Destitute persons, vulnerable and extreme poverty with insufficient assets and income source. • Specific population groups • Vulnerable includes orphans, people with disability and elderly.
ROLL OUT • After conceptualization of the initiative HE the president appointed a Board of three men to manage it. • The two gentlemen are serving on a purely voluntary basis while the third one gained membership by virtue of his employment as the Senior Private Secretary to the President then.
The campaign kicked off in August 2010 through an advertisement in the Botswana Daily News – a government print media. • The advert appealed to the nation at large to make contributions to the initiative with the aim to build houses for the less privileged. • It appealed to: • Individuals • Companies • Societies • Faith Based Organizations • The response has been overwhelming and encouraging ever since.
FINANCES • The advert we run in the newspaper contains banking detail of the Appeal. • Donors are encouraged to deposit their contributions directly into the bank account of the Appeal. • Alternatively a donor may build a house for an identified beneficiary and then donate it to the Appeal.
The structure of the house varies depending on the size of the family targeted. • As a standard an average family is given a two bedroomed house with a living room and a kitchen while a small family is accommodated in a one bedroomed house with a living room and a kitchen. • Where possible and depending on the goodwill of the donor, furniture is provided which includes beds, a stove, sofas and cutlery. • The houses are constructed of plastered brick and mortar with iron sheets as a roof.

As can be seen from this slide the first 22 houses were built in 2011 in the tiny village of XaiXaiin the North West District of Botswana. • The campaign deploys extensive media coverage to arouse and stimulate interest amongst the targeted audience and also to showcase the good work that the initiative is doing. • The media coverage includes radio, television and print. In addition to broadcasting the event of handing over a house, live radio interviews are given to both the public and private radio stations to further extend the appeal. • From the Northwest region of Botswana the initiative made footprints into other parts of the country.

CONCLUSION • From its inception to-date the program has proven to be a very effective intervention in fighting poverty and ensuring that NO ONE IS LEFT BEHIND. • 830 houses built and delivered across the country. • This has been made possible through donations from employees of different: • government departments • individuals • Companies • faith based organizations and • Societies
