Our History • In 1999 PL 106-50 establishes Service Disabled and Veteran Owned Small Business as a business classification in the Federal Government procurement regulations. • 2006, with the introduction of the Veterans First Legislation PL 109-461 it elevated the Veteran Owned Businesses into contracting prominence; however the legislation did not go far enough and it left some holes. • The legislation only applied to the Department of Veterans Affairs and required the VA to create and maintain a database of Veteran Owned Businesses: https://www.vip.vetbiz.va.gov i.e., the CVE in 2008.

  3. Our Challenge • This action WAS SUPPOSED TO make self certification of veteran ownership history in the Federal marketplace! But, it didn’t work with over $600 Million in fraud identified through the VA/CVE process. • Meanwhile the rest of the Government and Industry grappled with a desire to help veteran owned businesses but was challenged by knowing if the business they were working with was truly Veteran owned. • Sadly the VA system focused primarily on vendors to the VA and is for SMALL BUSINESSES ONLY! • A credibility gap was created that needed to be filled.

A Problem- How do you know? • Over the past years you have heard the words “FRONT, FAKE, FRAUD, RENT-A-VET” asmany companies have passed themselves off as SD/VOBs to obtain the advantage and privilege offered by Government and Industry. • Government and Industry want to know that their diversity spend is going to the intended diversity set-aside programs that the citizens and company’s stakeholders wished. • So how do you know if you are doing business with a legitimate SD/VOB, not just an in-name-only business?

The NVBDC Changing the World • August 2017, The Billion Dollar Roundtable (BDR) names the NVBDC as their accepted SD/VOB certification body. • The twenty seven corporations that make up the BDR includes Service Disabled and Veteran Owned Businesses (SD/VOBs) certified by the NVBDC in their qualified diversity spend.(effective January 2018) • BDR issues rules that SD/VOBs MUST BE CERTIFIED for the corporations to capture and report their spend. • This incredible next step in recognizing and accepting our certified SD/VOBs changes the entire market. • To fully understand what this means to our veteran business owners; they must now accept their responsibility to adopt and embrace the corporate certification standards. • Self-certification is obsolete and the BDR has made it clear that certification of SD/VOBs must meet their “best practice” corporate standards.

NVBDC leverages opportunity for you • It is important that each certified SD/VOB gets to know their supplier diversity spend officer at the company they are seeking to do business with. • Do your Research, as a SD/VOB’s you need to know your customers/clients, contact corporate supplier diversity reps and ask for some scheduled phone time or in person time to help you navigate the procurement channels within the corporation, Get to know the gate keepers; they can help you tremendously if you approach them professionally. • The great news is the NVBDC has opened the door for you.

Here is what NVBDC looks at. . . • Validate Veteran status to Federal (Title 38) standards • Veteran must own 51% of business. • Validation of ownership and control. • Must provide financial information • Provide VA disability documentation (If disabled). • Certification requires on site visit to validate facilities, equipment, meet applicant. • Certification takes about 60-90 days after we receive a completed application.

Self Promote…making your certification work • Tell the world that you are NVBDC certified!!!. • Attend and Participate in all Sponsor supplier events • Attend NVBDC events, webinars and networking opportunities • Copy, scan and attach your certificate to emails • use your NVBDC SD/VOB badge on your email signature • Use it on all printed marketing material. • Post it on your website • Post it on your Facebook page and all social media • GET REGISTERED ON EVERY NVBDC SPONSORS SUPPLIER DIVERSITY WEBSITE AND UPLOAD YOUR CERTIFICATION

Working it. . .Keys to your success • NVBDC Certification opens doors, but it is your company that wins the day. • So, expect nothing but an opportunity because you are a SD/VOB • Remember that you represent all of us, every time. • There is no free lunch, don’t get caught in the fantasy that there is a quick fortune to be made. • Network, form teams, work as a sub (second or third tier), learn the corporate culture, learn their best practices & policies and prove to them that you are a great choice and thereby adding value to the corporations and be proud to represent all SD/VOBs. • Contact your suppliers, let them know you are a Certified Veteran Owned Business, ask them if they are Veteran owned, to join NVBDC. • Help your fellow SD/VOBs to grow once you’re secure.

Helping yourself • Get to know the Supplier Diversity Managers at every NVBDC sponsor to let them know how you can help them! • If you have a contact with a buyer that focuses on diversity spending, introduce them to NVBDC. • Become an advocate for NVBDC to further help yourself and other SD/VOBs. • There is no such thing as: set asides, sole source, entitlement or any reason to hire you except that you bring a good value to the corporation, being a SD/VOB might help you but it is never the reason for you to get the contract.

  11. So what does a Certified SD/VOB receive? • Certificate showing their status as a SD or VOB • Certificates are dated with expiration date • Certificates are numbered for tracking and accountability • The appropriate “badge” for their use • Their Business is entered into a searchable database…

How a Certified SD/VOB must treat Corporate Sponsors • Honor and respect the Supplier Diversity team for their leadership, they are our voice within their Corporations and many are the “gate keepers” to Purchasing. Give them a reason to help us (SD/VOB’s). • Supplier Diversity Managers understand and respect the value proposition that certified diverse suppliers bring to their organization, push your NVBDC Certification as the only independent third party National non-governmental organization (NGO) that certifies SD/VOB’s of ALL sizes and is recognized by the BDR. • It is your job to add value to the Corporation Supplier Chain by doing the job on time, on budget and meeting all quality standards.

  13. CERTIFICATION RECIPROCITY • The NVBDC will accept NMSDC, WBENC, and NGLCC certification… we waive most financial documentation • Developed a Fast Track Application process for SD/VOB’s who hold certification from a recognized certification organization…(30-45 Days normal)
