  3. Choice of the priority The Team Presidency engaged in discussions with the European Commission and the European Youth Forum and hold an early consultation with young people to define and elaborate the priority for the cycle, “Youth Empowerment for political participation”

  4. IV CYCLE OF THE STRUCTURED DIALOGUE 18 month process YOUTH EMPOWERMENT FOR POLITICAL PARTICIPATION Phase 1 Italian Presidency Phase 3 Luxembourgish Presidency Phase 2 Latvian Presidency Trio presidency

  5. PHASE 1 under the Italian Presidency • Objective(s): • Define a common understanding and identify the challenges regarding the overall thematic priority, with a special attention to young people’s access to rights

  6. PHASE 2Under the Latvian Presidency Objective: - To gather input from young people and formulate jointly recommendations on the overall priority

  7. PHASE 3Under the Luxembourgish Presidency Objective: - Update and detail the recommendations by including the feedback received in order to have action-focused recommendations

  8. The Process • With the new process, instead of having 3 consultations for each phase as well as 3 Council Conclusion, we will have ONE CONSULTATION phase and ONE COUNCIL CONCLUSION at the end of the 18 month process. • The Trio Presidency, the European Commission and the European Youth Forum hold the responsibility to PROMOTE THE FINAL JOINT RECOMMENDATIONS wherever possible, in all relevant sectors, at local and European level.

  12. How to use the political outcomes? There are 2 outcomes of the Structured Dialgue: 1 The Joint recommendations: approved at the end of the EUYC in Luxembourg These joint recommendations will be taken into account to draft the Council Conclusion on Youth Empowerment for Political participation 2 The Council Conclusion: approved under the Luxembourgish presidency, by the Council of the EU

How to use the political outcomes? ✔ Young people and youth organisations: • Should promote the political outcomes at local, national and European level, to ensure that the adopted policy proposals are turned into policy making. • Should remind decision-makers that the proposals were adopted jointly, and that it is their responsibility to implement youth policies that respond to young people’s needs and proposals.

  14. How to use the political outcomes? ✔The Presidency of the EU: • Should give feedback on how far the guiding framework and the recommendations from the IV cycle the were taken into account by the Council of the EU. • Should promote the Joint recommendations in a beyond the youth field • Should encourage the Member States to implement the policies at National level 

  15. How to use the political outcomes? ✔The European Commission: • Should promote the joint recommendations to all relevant Commission Services (beyond the youth sector) and ensure they feed into policy making
