  1. Department Of Public WorksEnvironmental Engineering Section Inflow and Infiltration (I/I) Demonstration Project Sanitary Sewer Lateral Lining Willie C. Wade, Alderman 7th District Zafar Yousuf, Sewer Design Manager City of Milwaukee Wednesday October 17th, 2012 City of Milwaukee, Environmental Engineering

  2. What Area is Included in this Project? City of Milwaukee, Environmental Engineering

  3. City of Milwaukee I/I Demonstration Project • The purpose of this project is to reduce rain water from entering into the sanitary sewers, ultimately reducing the chances of basement flooding from sanitary sewer backups. City of Milwaukee, Environmental Engineering

  4. City of Milwaukee I/I Demonstration Project • This project will focus on rehabilitating sanitary building sewers, also known as laterals, which is the pipe connecting the plumbing in your house to the City of Milwaukee sanitary sewer. City of Milwaukee, Environmental Engineering

  5. How Do Basement Backups Happen? • During heavy rain storms, rain water enters into sanitary sewers through various defects. The amount of water in the sewer system can rise above your basement floor level, causing sewer backups. City of Milwaukee, Environmental Engineering

  6. Why Your Neighborhood Was Selected • In July 2010, the City of Milwaukee received over 10,000 complaints of flooding and basement backups. • Certain areas of the City of Milwaukee, including this area, were selected as a priority for sewer rehabilitation based on high concentrations of reported backups and flooding. • In this area, over 62% (280 of 449) of residents reported basement backups in July 2010. • In this area since 2010, The City of Milwaukee has completed $1.04 Million in public sanitary sewer main rehabilitation and replacement, with an additional $400,000 in sewer replacement proposed for 2013. City of Milwaukee, Environmental Engineering

  7. Project Details • This project consists of inspecting and rehabilitating the sanitary building sewers (laterals) of homes. • This program is 100% voluntary and the homeowners will not incur any costs. • The estimated cost of the project is $3.6 million, which will be funded primarily through a grant from the Milwaukee Metropolitan Sewerage District (MMSD). • The City will work with residents to minimize disruptions and inconvenience for the duration of the project. City of Milwaukee, Environmental Engineering

  8. What will be done? A camera will be inserted in the lateral from the sewer main in the street. The condition of the lateral is then assessed for rehabilitation and/or repair. City of Milwaukee, Environmental Engineering

  9. What will be done? A small 2 foot diameter excavation will be made in the yard as close to the house as possible. City of Milwaukee, Environmental Engineering

  10. What will be done? A cleanout will be installed on the existing sewer lateral. City of Milwaukee, Environmental Engineering

  11. What will be done? The hole will then be filled and the cleanout capped. City of Milwaukee, Environmental Engineering

  12. What will be done? The lateral will be cleaned and prepared for rehabilitation. City of Milwaukee, Environmental Engineering

  13. What will be done? The liner will then be prepared for installation. City of Milwaukee, Environmental Engineering

  14. What will be done? The liner will be installed in the lateral and cured in place. City of Milwaukee, Environmental Engineering

  15. After Rehabilitation Upon completion of the project, the yard will be restored. City of Milwaukee, Environmental Engineering

  16. After Rehabilitation No concrete or shrubs will be disturbed during the project. City of Milwaukee, Environmental Engineering

  17. Before and After Rehabilitation After – Lateral is smooth and sealed. Water from the ground can no longer enter the lateral. Before – Lateral is cracked and deteriorated. Water from the ground can enter the lateral freely. City of Milwaukee, Environmental Engineering

  18. Why was this method chosen? Eliminates root infiltration problems and other minor defects. Renews the sewer lateral with minimal disturbance to the property. City of Milwaukee, Environmental Engineering

  19. Why was this method chosen? • Creates a one-piece pipe with no joints, eliminating groundwater infiltration. • Only requires a short period of limited water use, typically 8 hours or less. Other methods require longer periods of restricted water usage. • Same proven method that was used in the Cooper Park area in 2012 and had 97% positive feedback. City of Milwaukee, Environmental Engineering

  20. Tentative Schedule of Work • December 2012 – Invitation for bids. • January 2013 – Contract award. • March / April 2013 – Lateral rehabilitation work may begin with inspections and cleanout installations. • Late September 2013 - Lateral rehabilitation project completion. The actual completion date will vary based on number of homes participating. City of Milwaukee, Environmental Engineering

  21. Goals • Lower the amount of I&I in the sanitary sewer system. • Reduce the chances of having basement backups during a heavy rain event. • Improve public health and overall quality of life in the City of Milwaukee. • For more information, please visit: http://www.basementconnection.mmsd.com City of Milwaukee, Environmental Engineering
