  1. Report on Sectoral SD recommendations & feedback from ETF Political Secretary Group A – Civil Aviation Josef Maurer Transport Workers‘ Union (OSD) Czech Republic Young Transport Workers - Conference 26 – 27September2011 Riga

  2. Key issues and demands for youngworkersin the sector A. What are possible reasonswhy a youngworkerdoes not want to startworking in the civil aviation sector? • Outcome group exercise • precarious work • part time • temporary contracts • work life balance („work does not let you live your own life”) • safety issues • Feedback ETF Political Secretary • precarious work concerns both cabin crew & ground staff, not flight crew (pilots) • work-life balance officially recognized by social partners as an important issue • link with the Luxembourg declaration (2005): « WHP is the combined efforts of employers, employees and society to improve the health aand well-being of people at work » This goal can be reached by improved social dialogue.

  3. Key issues and demands for youngworkersin the sector B. What are possible reasonswhy a young transport worker stops working in the civil aviation sector? • Outcome group exercise • work-life balance • occupational health issues • no carreer prospective • stress / burn-out • degradation of the aviation sector • Feedback ETF Political Secretary • work-life balance concerns cabin crew as well as stress and burn-out. These issues have been discussed in the Air Crew Social Dialogue Working Group, a joint statement has been adopted • the European social partners committed to jointly identify and promote best practices Discussed as a topic in EU sectoral social dialogue, but better implementation on national level needed. DEGRADATION = “low-cost model”

  4. Key issues and demands for youngworkersin the sector C. What changes need to be made in order to attract more youngworkers to the civil aviation sector and increase the likelihood of a long career in thissector? • Outcome group exercise • life-long learning • stability of employment (permanent contracts) • social benefits • occupational health and safety • health protection • accident prevention • promote work-life balance • Feedback ETF Political Secretary • agrees with the proposals • would add «career prospectives» • re social benefits – ground handling directive revision (possible transfer of staff incl. benefits) Ongoing work, goals partly achieved.

  5. Recommendations for the European Sectoral Social Dialogue Whichtopicswouldyourecommend to discuss in the EuropeanSectoral Social Dialogue Committee for Civil Aviation? • Outcome group exercise • working time • work-life balance • burn-out as labour-related illness • violence at work • recognition of qualifications All of these topics also relate to young workers • Feedback ETF Political Secretary • working time already discussed, employers do not want to re-visit • commitment of employers to discuss work-life balance and burn-out/stress • joint statement adopted on the recognition of qualifications in the ground handling sector If we want to discuss working time, additional arguments and/or more pressure needed …

  6. Resume • better use of existing resources (no revolution or „re-inventing the wheel“) • better implementation and links EU – national level • try to build a balance of power by ACTIONS • try to reach „absenteers“ (organizing!) • youth problems should become an integral part of the agenda
