Workshop Desired Outcomes • You have selected your Goals and Metrics • You have identified some Strategies • Now time to activate the teams • Which Goals and Strategies must we prioritize? • What are the Programs / Projects to achieve success? • How do we identify the resources, sources of resources, timelines and action plans?

  4. VULII Timetable • We have used 2012 - 2013 to educate and plan • We use 2013 – 2014 to put plans into action • We measure results staring in 2014.

  8. Initial Set of Six (6) Goals • Conclusions from the May 2012 Workshop at ASU • Priorities coming from Vietnam workshop in December 2012: • Goals 1, 2 and 3 are TOP Priorities for all

Goal 1: Leadership Development • Goal: • Training leaders in modern and innovative institutional models that facilitate policy changes to meet requirements of national economic development and international integration by 2018. • Metrics: • Number of Rectors / Vice Rectors / Deans trained = 100% (80 – 100 total trained) • At least 25 “large” international projects funded related to leadership advancement • Many “large” domestic projects funded

Goal 2: Faculty Development • Goal: • For universities, training faculty in active teaching methodology, curriculum development, and English skills reaching regional standardization (e.g. AUN, …) or ABET/CDIO compliance creating a research capacity. • For vocational colleges, the same faculty development but with the focus on creating occupational skills • Metrics: • Up to 3000 faculty in universities and vocational colleges will be trained by HEEAP 2.0 • 80% of lecturers use active teaching methods • Average IELTS score of 5.0 (or equivalent TOEFL scores) for all 1400 faculty at the universities • 80% of Engineering Curriculum achieves ABET / CDIO compliance.

Goal 3: Curriculum, Labs and Infrastructure • Goal: • Establishing curriculum re-design and upgrading the infrastructure in cooperation with industry in order to improve the training quality that meets the demands of the high quality labor force. • Metrics: • 100% of curriculum is re-designed for HEEAP schools • 20% of HEEAP school budget comes from industry • 100% of courses equipped with modern equipment.

Goal 4: Distance Education • Goal: • Facilitate the access of large numbers of students and solve the large class issue by offering Distance Education supporting life long learning while achieving scale economies. • Metrics: • At least one distributed education media-based networked classroom in each university by 2014. • Offer distributed, on-line asynchronous course offerings at the universities and vocational colleges within HEEAP 2.0 by 2018. • Scalable on-line course design to support 10% of courses. • E-learning system access across 80% of Vietnam • 100% of lecturers and students at universities trained to use system

Goal 5: Diversity and InstructionalExpert Development • Goal: • Increase the role and participation of women in technical and engineering fields. • Metrics: • Achieve 10% female student population • Achieve 5% female faculty population by 2018. • Prepare females for university and vocational college leadership positions.

Goal 6: English • Goal: • To be regionally and globally competitive by improving the English proficiency of students and faculties in Engineering and Applied Technologies. • Metrics: • For universities and vocational schools in HEEAP 2.0, by 2018 we will have the following English certificates: • ____% of students at universities we will have a TOEFL score of 500 • ____% of students at vocational colleges we have a TOEIC score of 350-400 • ____% of all Engineering and Applied Technology training programs will be conducted in English • ______ number of English-speaking exchange students and faculty

  17. “Shunkson U” Diversity Status • The VULII Strategic Goal and Metrics Desired: • Goal: • Increase the role and participation of women in technical and engineering fields. • Metrics: • Achieve 10% female student population • Achieve 5% female faculty population by 2018. • Prepare females for university and vocational college leadership positions. • Current Status at Shunkson University • Very technical audience • Current Metrics: • 4% of student population is female • 2% of faculty population is female

Shunkson U Diversity Strategy • Goal (5): Increase the number of females at SU from the current 4% to a target of 12% in three years • Strategies: • 5.1 : Generate external excitement of females in Vietnam High Schools in the HCMC area • 5.2 : Create unique curricular offerings to attract females • 5.3 : Develop matriculation support for females enrolled at SU

Exercise #1 • For the three or four Goals you have selected as your strategic planning focus: • Choose one Goal for this workshop • List the current metrics and the target metrics to be achieved when • List the two or three or four or ….. Strategies considered and which are being pursued. • No Need to show this to anyone

Using the Plan-to-Action Worksheet • I have created a worksheet for the three exercises: • Exercise #1 – Please fill in Goal, Metrics and Column 1 Strategies You Are Pursuing • Exercise #2 – Please fill in columns 2, 3, and 4 • Exercise #3 – Please fill in columns 5, 6, 7, and 8 • My Hope is that by October you can have this type of template completed for all of your: • Goals / Strategies / Programs / Actions / Plans

Back to Shunk U – Programs and Actions - 2 • Strategies: • 5.2 : Create unique curricular offerings to attract females • Programs: • 5.2.1 : Determine what females are seeking in a technical program and engineering interest • 5.2.2 : Assess potential new curriculum programs that attract females while maintaining the engineering integrity of SU.

Developing Actions for One ProgramWhere To Begin? • Program: • 5.2.2 : Assess potential new curriculum programs that attract females while maintaining the engineering integrity of SU. • Actions: • Develop survey of “what women want!” • Learn they want: • Less theory and more “human-centric” studies • Less product and more process • Learn Vietnam only has 3 Industrial Engineering programs • Learn that industry coming to Vietnam will be as much process-focused as product-focused.

Developing Actions for One ProgramConclusion and Key Questions • Action Conclusion: • Women want “human-centric”, process focus • We need to consider adding Industrial Engineering • What will it take? • Determine to develop or import a curriculum • Identify the magnitude of the potential student population • Determine if ASU’s IE program can supplement • Determine what labs would be required

Developing Actions for One ProgramNeeds • IE at SU • We need a faculty / industry / government study team that can create a draft plan • We need a series of strategic discussions with HEEAP to determine whether the Pearson platform can support a “new” IE program • We need to determine how many faculty and staff would be required and sources for each

Developing Actions for One ProgramSources of Resources • We determine we ultimately need: • Ultimately: • Five - ten faculty, 1-2 staff, 3 - 5 labs • Starting: • But start small using On-line offerings • One ½ time Coordinator and 2 faculty with 1 staff • Funding sources: • From tuition could support some • From industry grants • From a government program • From professional development short courses offered by Adjuncts / Visiting Scholars

Developing Actions for One ProgramPlans and Timeline • For academic year 2013-2014 • Form cross-functional program design team - Fall • Gain industry leadership / ownership • Lean on relationship with ASU for their help • Identify sources of potential funding - Fall • Form faculty / staff teams to write proposals • Develop recruitment attainment plan with minimal initial budget: • Identify potential adjunct faculty already in HCMC • Identify whether Fulbright and other visiting faculty can be accessed. • Use Pearson to access on-line IE courses from ASU • Be operational by Fall 2014 with 40% of class female
