Strategic Planning at Country Level Energy for Poverty Reduction & Environmental Sustainability Linkages to Environment, Involvement of Vulnerable Community, Removal of Identified Barriers to Energy, Food Security MYFF, UNDP vision, MDGs, UNDAF, Regional Cooperation Framework Validation National Development Energy Priorities

Promoting Sustainability of Renewable Energy Technologies and Renewable Energy Service Companies in Fiji • GEF MSP, which was staged from 2000-2004 • Objective: To increase provision of electricity services to the rural areas & support sustained social and economic development • Strategy: Develop sustainable institutional framework to accelerate commercial utilization of RE hybrid systems to substitute for current use of diesel generators in Nabouwalu, for replication in other parts of Fiji.

Project Expected Outputs • Establish effective government-adopted institutional and management policy framework in place for RESCOS • Have a RESCO to operate the Nabouwalu hybrid system • Increase information & awareness of RE • Improve in-country capabilities in technical & business aspects related to rural RE systems • Improve assessment of RE resources

Action for the Development of Marshall Islands Renewable Energies (ADMIRE) • GEF Funded PDF-A Staged funded for 8 months • Objective: To identify and implement cost-effective ways of overcoming/removing barriers to the development and widespread use RE in meeting the energy demands • The envisioned MSP will be designed taking into consideration the: • Current situation & forecast growth of RE technology utilization in the country; • Growth in the national energy demand; • Policies, programs and plans of the government • Level of technical capability of all sectors • Current level of development and application of RE technology in the country.

  7. Sustainable Economic Development through Renewable Energy Applications (SEDREA) • GEF Funded PDF-A Staged funded for 8 months • Focuses on private sector development to achieve economic growth • Objective: To promote and develop solar energy-based power generation to support the country’s rural electrification program • The PDF-A exercise includes: • Evaluate and prioritize RE sources based on agreed set criteria • Identify potential application sites • Identify project stakeholders/partners • Conduct LFA to identify barriers to RE development • Assess & identify institutional frameworks • Consultation on co-financing

Promotion of EnvironmentallySustainable Transportation in the Pacific Islands (PESTRAN) • PDF-A, GEF Funded, 3months project • MSP to be implemented in Fiji, Samoa & Vanuatu • Goal: Promotion of environmentally sustainable ground transportation systems for improving energy use efficiency in transport, and for improving public transportation systems

  9. Implement strategic and relevant interventions that would shift current transport practices towards a more efficient systems • Facilitate increased investments for regulatory frameworks that supports the energy efficiency in the transport sector of whilst enhancing socio-economic growth.

  10. Energy & Environment Awareness-Tadra Kahani MDGs Keep the Promise • The Dream Story Stage Show • Focuses on young people • Enables young people an opportunity to express the MDGs • Allows them to add their voice to the global fight against poverty

  11. UNDP-Fiji Developing Concepts 1. Tuvalu Biofuels • Coconut oil for diesel substitution in electricity generation (Tuvalu Govt. Request to UNDP) • Getting private sector entrepreneurs to work on concrete investment proposals • Build a private-public sector dialogue • Concept is to be further developed- currently is in its initial stages

  13. 2. Fiji Biofuels • Idea being mainstreamed by Fiji Government for development of sugar industry • Ethanol production to be substantially developed at industry level • Application for GEF PDF funding • UNDP has funded technical working group

Pressing Issues To Address • Specified Activities for Women's involvement • Social & Economic Impact for change • Increase Co-financing • Increase partnership strategies • Clearer link between Energy & Poverty Reduction • Realistic Objectives & Outputs-too many barriers and lacking absorptive capacities (too many projects!)

  15. Hang on…more issues!! • Complex geo-spatial distribution prevents effective resource mobilization • Utilizing TEK • Lack of direct link between community involvement & programmes • Lack of country ownership • Increasing fuel prices and weak economies • Energy overshadowed by Politics!
