  2. Arkansas EPAS (Educational Planning and Assessment System) utilizes three programs: EXPLORE - Grade 8 PLAN - Grade 10 ACT - Grades 11 & 12

Arkansas EPAS Purposes: • Raise academic standards, expand college access and success for ALL students • Reduce college remediation • Improve student preparation for important transitions • Foster effective school improvement programs • Improve articulation between secondary and postsecondary education/training

EPAS: What We Know • Students who participate in PLAN (and EXPLORE) and the ACT are more likely to enroll in in-state colleges as opposed to students who take only the ACT. • Since implementation of EPAS, Arkansas has experienced a greater number of students meeting the Arkansas cut-score of 19. • The EXPLORE and PLAN programs cost far less than the cost of remediating underprepared students in college. (Oklahoma study found for every $1.00 spent on EPAS, $6.00 was saved on remediation)

EPAS: What We Know • The 1/3 of Arkansas students who do not take a college entrance examination have no opportunity for a college education. • African-American and Hispanic students are less likely to take the ACT. • African-American and Hispanic students are more likely to wait until their senior year to test. • There are differences in college readiness preparation by high school.

MATH Skills: Example of What It Takes to Move Students Out of Remediation Students with these skills in Algebra represent 39% of all Arkansas students Tested With ACT— Class of 2007 EXPRESSIONS, EQUATIONS, & INEQUALITIES (One of seven strands of instruction in the Math Standards) 16—19 SCORE RANGE: Associated Skills • Exhibit knowledge of basic expressions (e.g., identify an expression for a total as b + g) • Solve equations in the form x + a = b, where a and b are whole numbers or decimals • Substitute whole numbers for unknown quantities to evaluate expressions • Solve one-step equations having integer or decimal answers • Combine like terms (e.g. 2x + 5x) Adding just a few skills associated with a higher score range improve a student’s likelihood of avoiding remediation. EXPRESSIONS, EQUATIONS, & INEQUALITIES 20—23 SCORE RANGE: Associated Skills • Evaluate algebraic expressions by substituting integers for unknown quantities • Add and subtract simple algebraic expressions • Solve routine first-degree equations • Perform straightforward word-to-symbol translations • Multiply two binomials

  21. Distribution of Math Scores on the PLAN By Percentage and Score Range 2006—07 (Fall 2006) Score Ranges* 28—32 24—27 20—23 16—19 13—15 1—12 49% tested are already on target. Being on target for COLLEGE READINESS for another 35% is just one score range away. *PLAN score range is 1—32.

Testing students with EXPLORE at the 8th grade offers the BEST opportunity to make a difference in post-secondary readiness for students. *EXPLORE score range is 1—25.

  23. To determine the relevance of ACT’s College Readiness Standards to state-specific standards, periodic studies are conducted.

A PLAN composite score of 23 predicts a 75% likelihood.

Recommendations • Mandate administration of EXPLORE and PLAN incorporating staff development. • Mandate and fully fund the administration of the ACT. • Provide additional opportunities for staff development and better utilization of the EPAS data. • Recommend partnerships between secondary schools and higher education institutions to provide lower-performing students additional interventions during high school to include individualized self-paced strategies. • Encourage coursework in teacher-preparation programs at institutions of higher education that supports understanding the use of data to inform instruction.
