  2. Role of Emergency Manager: • Local- • Develop and maintain Emergency Operations Plan • Identify jurisdictional resources • Develop means to build relationships among disciplines within jurisdictions and across boundaries.

  3. Local EMC Responsibilities • Assemble Exercise Design Team and implement an exercise, designed to test local capabilities. • Identify deficiencies in EM program • Provide community out-reach program to educate public on emergency issues.

  4. Local EMC Responsibilities • Provide guidance to CEO • Work jointly with DC during time of disaster to assess damage • Make recommendations to CEO • Coordinate and provide for supervision of mutual aid and state resources

  5. State District EMC Role • Administer state & federal grants to local programs • Provide guidance, direction and training to local programs • Facilitate development of relationships between LEMC and other disciplines to enhance local program capabilities

  6. State District EMC Role • Jointly assess damage with LEMC • Provide guidance and recommendations to CEO • Act as liaison between local, state and federal government during time of disaster. • Provide training opportunities to local programs
