MINOR PENALTIES • When a goal is scored against a shorthanded team, any non-coincidental minor penalty then being served will terminate. • If two or more non-coincidental minors are being served by the shorthanded team, the first penalty that was assessed terminates. "First In - First Out". • If two or more non-coincidental minors were assessed to different players at the same time, the Captain of the shorthanded team designates which penalty automatically terminates. • Captain’s decision is made when the penalties are assessed.

MAJOR & MATCH PENALTIES • Major penalties and the 5-minute time portion of match penalties never terminate automatically. • If a non-coincidental major or match penalty, plus a minor, are assessed against the same player at the same time, the major or match penalty must be completely served before the minor begins. • If a team is shorthanded because of one or more major or match penalties, it remains shorthanded until all such penalties are served, no matter how many goals are scored.

  4. OTHER PENALTIES • Misconducts • Player must sit in the penalty box for any Minor or Major PLUS the full 10 minutes for the Misconduct. • Game Misconducts • Player is immediately ejected from the game. • Match Penalties • Penalized player immediately ejected from the game. • Substitute for penalized player serves the entire 5-minute time penalty • Penalized player remains suspended from games and practices pending a hearing by the proper authority. If no hearing is held, player is reinstated after 30 days.

  5. COINCIDENTAL PENALTIES • Coincidental penalties are an equal number of penalties of equal duration called at the same stoppage of play. • There is no change in on-ice strength. Substitutes replace the penalized players on the ice. • The penalized players serve their entire time and are released at the first stoppage of play after their penalties expire. • Coincidental penalties never make a team shorthanded. • For coincidental penalties that include BOTH minor and major or match penalties to the same players, the minor penalties are recorded and served first. • The time portions of match penalties are treated as major penalties in determining if penalties are coincident.

  6. CALLING OF PENALTIES • If an infraction is committed by the team that is in possession and control of the puck, the referee stops play and assesses the penalty immediately. • If an infraction is committed by the team NOT in possession and control of the puck, the referee allows play to continue until possession and control is gained by the offending team. The referee signals the impending penalty by raising his non-whistle hand and arm (delayed penalty). • If one or more penalties to be imposed are minor penalties and a goal is scored by the non-offending team, the first minor penalty will be recorded but will not be served. (Even though the penalty is not served, it counts toward Rule 401(b) penalty limits) • All other penalties imposed are recorded and served in the normal manner.

  7. WHO CAN SUBSTITUTE? • Any non-penalized player (except goalkeepers) for any of the following types of penalties: • Minor • Major • Minor or Major associated with a game misconduct • Time portion of match penalties • Any non-penalized player who was on the ice at the time of the infraction (except the goalkeeper) for the following types of penalties: • Bench Minor • Any penalty on the goalkeeper

SUBSTITUTE PLAYERS:MAJOR OR MATCH PENALTIES • If a player is assessed non-coincident major plus game misconduct penalty or a match penalty, the player’s team must immediately place a substitute on the penalty bench to serve the entire penalty. • No player or substitute may enter the game except from the penalty bench. • For a violation, a bench minor penalty for illegal substitution shall be assessed.

DELAYED PENALTIES • The on-ice playing strength of a team can never drop below three skaters. • If a third non-coincident penalty is assessed while two others are being served: • The third penalized player goes to the penalty box but a substitute takes his place on the ice to keep the on-ice strength at three. • The third penalty does not start until the first penalty expires or a goal is scored. • If a goal is not scored before the first penalty expires: • The first penalized player remains in the penalty box when the penalty expires. (Since a substitute for the third player is already on the ice, the on-ice strength is already three.) • The first penalized player cannot return to the ice or player’s bench until the first stoppage of play. • Follow the same procedure for subsequent non-coincident penalties.

X comes out because it is the first penalty. However, Team A will remain two players short because the penalty to Z does not begin until the face-off following the goal.

Team A will skate 5-on-3 for 2 minutes. Team B must also designate which player gets released first (Q or sub for R)
