The Federal State Institution All-Russia Centre for Quality and Standardisation of Veterinary Drugs and Feed (VGNKI) is responsible for State control in the Russian Federation over compliance with the requirements of applicable standards and other guideline documents regulating veterinary medicines and feed additivesand conducts research into the improvement of methods for control over the above-enumerated

  3. Since 1996 the Centre has had the official status of the OIE Collaborating Centre in Eastern Europe, Central Asia and Transcaucasia for Diagnosis and Control of Animal Diseases and since 2004 - Food Safety

  4. The Centre develops test systems for the diagnosis of pathogens of various infectious diseases • Over 30 test systems have been developed so far for the diagnosis of animal diseases, disclosure of falsification of feeds of animal and plant origin, identification of genetically modified organisms in animal feeds and food products by a polymerase chain reaction (PCR) method in its qualitative and quantitative applications

  5. Molecular-genetic methods are used to diagnose and typify pathogens of tuberculosis, brucellosis, chlamydiosis, mycoplasmosis, yersiniosis, campylobacteriosis as well as adenovirus, rotavirus, parvovirus, calicivirus, herpesvirus and coronavirus infections

Producers must to account for manufacture and release on the market safe production, but protection of health of the consumer are ONLY state’s duty • Veterinary services should be completely ready to accomplish of new requirements of the international organizations (the WHO, CodexAlimentarius, OIE, WTO) and to be guided in the work with the scientific approach based on risk assessment

  7. The monitoring program to control of residues of veterinary drugs and environmental contaminants based on the initial screening and followed confirmatory strategies are being developed in Russia now

  8. VGNKI is National Center of monitoring system to control of residues of veterinary drugs and environmental contaminants VGNKI was acquiredsome propertyand technical base for successful monitoring work

  9. In VGNKI • was developed ELISA test-systemsfor screening determination of the clenbuterol, diethylstilbestrole, nortestosterone, methyltestosterone, trenbolone and ethynylestradiol residues in livestock productions • was developed methods for confirmating determination of anabolical steroids and -agonists by gas-chromatography-mass-spectrometry (GC-MS/MS)

  10. Organochlorine compounds : pesticids, PCBs, dioxins • Source: • nature; • industrial processes • Found in species at the top of the food chain • Slowly metabolised, persistent • Accomulated in fat and milk • Cause of toxic effect and cancer

  11. Concentration of dioxins and PSBsare in average 8 times higher in fishmeal fromAtlantic Ocean than from Pacific Ocean • The highest of it concentration are storage in fish from the internal seas

  12. PCBs in cod-liver oil: 1-cod-liver oil produced from a fish of Baltic sea 2-cod-liver oil from a fish of Pasific Ocean (Own unpublished data) 1 2

  13. VGNKI employers developed modern methods of effective extraction and detection PCBs in feedstuffs and livestock production by system of Accelerated Solvent Extraction «ASE 200» (Dionex, USA)and GC-MS/MS

  14. New method for determination all chlorinated pesticides in one sample with used solid phase extraction and high resolution GC was developed in VGNKI

  15. Methods for determinate of heavy metals • New high-sensitive ecological Flameless Atomic Absorbtion and Vapor Generation methods for determinate of mercury, lead and cadmium with used Close System for Microwave Digestion of samples was developed in VGNKI

  16. The method for determination ofaflatoxin В1 in feed and grain usingHPLC with fluorescent detection of aflatoxin B2a was developedin VGNKI. AfB2a was obtained in the way of derivatization of Af B1 by trifluoroacetic acid.The fluorescence of Af B2a is more higher, than AfB1, that essentially increases sensitivity of detection O O O O O O CF COOH 3 H O O O C H C F C O O O O O C H 3 3 3 Aflatoxin B1 O O O O O O H O 2 -CF COOH 3 C F C O O O O O C H H O O O O C H 3 3 3 Aflatoxin B 2a

For protection from BSE the import of feeds for agriculture animals containing ruminants tissues has been forbided to Russia in 2001 year • For the decision of this problem in VGNKI has been created the test - system for detection of ruminants tissues in feeds and fishmeal by PCR-method • The dynamism of revealing of forger production following: • From December 2000 to February 2001 year DNA ruminants has been found in 32% of samples of feeds and 28% fishmeal • Further the quantity of forged production was sharply reduced to 1-6% that testify about affectivity of control system

  18. In VGNKI are developed PCR tests - systems for revealing GMOofsoy and corn in feedstuffs and food
