    4. 4 It will bring: PSA reward grant One-stop services Joined-up service delivery Sign-posting to others Savings from BPR to reinvest Improved services!!!

    5. 5 Service centres (7) – in person, assisted Virtual contact centre – telephone, assisted Web portal – self-service, unassisted Local centres and kiosks – assisted and unassisted E-mail and ‘white mail’ – joined up, assisted One-stop services:

    6. 6 Clear vision – agreed by all partners New ways of accessing information and services Joint procurement of latest technology Sharing information and service delivery Improved efficiency and effectiveness Economies of scale and business process change Expansion capabilities built in Objectives:

    7. 7 Contract signed by County 31 July 2003 10-year contract – HP & Deloittes consortium Hardware and software (refresh built in) CRM and telephony Web portal development Business process change County lead, sub-agreement with districts County main funder Strategic contract

    8. 8 Districts at very different starting points County and Malvern Hills synergy of vision and commitment Wychavon shops already in place N Worcs different from S Worcs – politics, history and geography Looked elsewhere for ideas and inspiration – E Riding, Thameside, Solihull etc PSA focus great help – got all districts on board Local factors

    9. 9 Early ‘formality’ to partnership working SPT input helpful – as was LGOL funding Formula agreed for funding between partners Member involvement from the outset Strong leadership from County Council – political, strategic and operational External advisers from early stage, but used internal resources as well Good structure for decisions, with effective working behind the scenes Learning points 1:

    10. 10 Develop, agree and communicate the vision – again and again and again … Workshops to develop ideas and buy-in Managing expectations isn’t easy - problems with trying to ‘merge’ political and organisational priorities Change management isn’t easy either Consult/involve employees and unions early Learning points 2:

    11. 11 Districts have real problems with integrating systems, services and telephony Not many of the partners were committed to real transformational change Affordability – capital budgets committed before Hub working started and revenue budgets tighter than ever Hard work agreeing budgets for ongoing revenue costs Learning points 3:

    12. 12 Missed early chances to involve parish councils Good early agreement on shared funding of external advisers Member involvement paid off Partnership agreement much easier because County pays most of the costs Districts’ expertise was key (e.g. legal) Learning points 4:

    13. 13 Change management took back seat whilst contract wrangling took over Good to involve all partners in most things Good that HP/Deloittes talked to all partners Problem of agreeing additional work under contract – who pays for what? Other public sector partners stepped back when council issues came to the fore Learning points 5:
