Salient features of IAY Guidelines • Unit assistance for construction of new house & housesite component enhanced(Cabinet decision - 10th Dec, 2012) • An Empowered Committee - oversee operationalisation of new guideline • Special projects from Reserve fund to be sanctioned by EC (5% of Annual budget for scheme retained by MoRD) • Administrative expenses – 4% of funds released • Greater role for State in • Allocation of district wise targets • Distributing admin cost to districts • Identifying Difficult Areas • Habitation & Individual house approach for better coverage of target group • IT enabled Monitoring through AwaasSoft

Allocation • Annual allocation for States/UTs based on existing formula ( 75% weight to houselessness & 25% weight to Poverty ratio) rationalised to achieve fair category wise distribution • Targets for SCs, STs and Minorities made in proportion to population of these categories in States/UT’s • Upto 20% of district allocation can be used for upgradation • Once SECC is finalised allocation would be based on houseless people from BPL population for each category

Administrative Cost • District allocation to include two parts, • Fixed expenditure which would be same for all districts • Working expenses in proportion to the targets allotted • Formula for distribution to intermediate & Village Panchayats in accordance to workload assigned Eligible items of expenditure • IEC material on designs & technology options • Construction of prototypes & models for demonstration • Cost of hardware/software for MIS, data entry, photographs, quality supervision & monitoring • Training of master masons, CRPs & NGOs, Elected representatives • Honorarium to CRPs & service charges to NGOs etc.

  5. Difficult Areas • To be identified by the State Government • Village Panchayats may be treated as the unit • Develop a methodology to reflect ground realities • With prior approval of the EC

Convergence…with other schemes With Nirmal Bharat Abhiyanfor construction of Sanitary toilet in IAY houses • IAY beneficiaries to be accorded priority • State/District Water and Sanitation Mission would be agency in charge • State Dept. in charge of MGNREGS to issue directions to GP’s on dovetailing MGNREGS funds with NBA funds • IAY Implementing agency to send progress reports to MoDW&S • Last installment of IAY & NBA funds to be released only after construction of toilet is completed • Letter on implementation jointly issued - uploaded on website State/ Implementing Agency should promote convergence with other schemes like RGGVY, RSBY,AABY etc.

Use of AwaasSoft • Uploading Annual selection list before release of 1st installment • Registration of complete beneficiary details • Financial & Physical progress as reflected in AwaasSoft would be considered for all purposes • All transaction have to be done through AwaasSoft • Use of AwaasSoft reports for monitoring • Regular uploading of photos every quarter • Follow up till completion

Common Issues • All releases will be linked to AwaasSoft entries • Compliance of conditions imposed during release of 2nd installment, 2012-13 to enable releases in 2013-14 • Special audit of special packages sanctioned • Bank details of DRDAs – CPSMS registration mandatory • Action Taken Report on complaints and NLMs report • DRDA’s to submit information as per check list • Performance Audit – CAG 2007-08 to 2012-13 - States should provide necessary information & support

  13. Bihar 2013-14 - First installment sanctions being issued 2nd installment - 2012-13 • Out of 38 districts, was released to 26 districts • Sanctions being issued for 10 districts • Samastipur and Madhubani under examination

Gujarat 2013-14 – District wise targets received, EC to meet on 12th June 2nd installment - 2012-13 • Only 10 out of 26 districts submitted proposal • Funds released to Five districts in 2012-13 • Banskantha, Bahruch, Narmada, Surendernagar & Mehasana are under objection Special package Incentive for additional target – Rs.43.51 cr released during 2009-10 & Rs.124.80 cr during 2010-11 – Separate UC/AR, Completion certificate awaited to settle the case

  16. Himachal Pradesh 2013-14 - First installment sanctions being issued 2nd installment - 2012-13 • Lahul & Spiti district under objection – Reply from State awaited Special packages • Border districts of Kinnaur, Lahul & Spiti in 2008-09 • 5% IAY to Shimla in 2008-09

Jammu & Kashmir 2013-14 – District wise targets awaited 2nd installment - 2012-13 • Proposal received from all districts except Srinagar • Funds released to 7 districts in 2012-13 • Doda and Budgam sanctioned now • Kupwara and Rajori under objection Special Package – 8 Border districts • Baramulla, Kupwara, Kathua, Kargil, Poonch, Leh, Jammu and Rajouri during 2008-09 • Documents are awaited from seven Districts except Kargil to settle the case Reply of C&AG Para – 11.3 is awaited

  18. Kerala 2013-14 - First installment sanctions being issued 2nd installment - 2012-13 • Proposal received from all districts • Funds released to 11 districts in 2012-13 • Sanction for Idukki being issued • Waynad & Kottayam under objection

  19. Odisha 2013-14 – District wise targets received, EC to meet on 12th June 2nd installment - 2012-13 • Proposals received from all districts except Jagatsinghpur district during 2012-13 • Funds released to 22 districts in 2012-13 • Remaining 7 districts sanctions are being issued now C&AG report on irregularities in implementation of IAY in 7 districts including Bhadrak & Bolangir – State may report Action Taken

Odisha Special package • 5% (Flood) to 5 districts • Malkangiri, Rayagada, Deogarh, Gajapati & Sambalpur • 1st installment released in 2008-09 • 2nd installment released in 2010-11 • UC/AR awaited to settle the accounts Proposal for 2nd installment under FRA have been submitted by DRDAs • Confirmation about the following is awaited • State Government should have allotted land to all beneficiaries • All beneficiaries should be BPL • There should be no serious complaints regarding implementation of IAY in the districts • State share should be released during the financial year

Rajasthan 2013-14 - First installment sanctions being issued 2nd installment - 2012-13 • 28 districts submitted proposal • Funds released to 14 districts in 2012-13 • Sanctions being issued to 10 districts (Alwar, Bikaner, Hanumangarh, Jalore, Sawaimadhopur, Bhilwara, Tonk, Bundi, Barmer and Jaipur) • 4 districts under objection

  22. Tamil Nadu 2013-14 – District wise targets received, EC to meet on 12th June 2nd installment - 2012-13 • Proposal received from all districts • Funds released to 29 districts in 2012-13 • Sanction for Nagapattinam district being issued • Virudhunagar district under objection

Uttar Pradesh 2013-14 - First installment sanctions being issued • Notification regarding creation of four new districts and DRDA registration documents awaited. 2nd installment - 2012-13 • Proposal received from 57 out of 71 districts • Funds released to 34 districts in 2012-13 • Sanctions being issued to 12 districts (Agra, Barely, Chnadoli, Chitrkoot, Faizabad, Jaunpur, Kannauj, Kashiram Nagar, Mau, Mirzapur, Raibareily and Shrawasti) Special package - Calamity affected areas under 5% IAY during 2006-07 Gorakhpur, Varanasi, Muzaffarnagar, Pratapgarh, Etawah, Shravasti, Balarampur, Aligarh, Balia, Padrauna, Pillibhit, Sultanpur & Bahraich UC, Audit Report and Physical Progress Report awaited for settlement

West Bengal 2013-14 - First installment sanctions being issued 2nd installment - 2012-13 • Proposals received from 17 districts • Funds released to 9 districts • Sanction for East Medinipur being issued • 2 districts under objection. Special package - Homestead incentive to six districts in 2011-12 Proposal for release of 2nd installment awaited from 4 districts
