  12. Article 1 section 3 current revised The Treasurer shall collect all revenues of the Association and make all disbursements in accordance with the provisions of Article 3, Section 3, herein. He shall keep the Association’s accounts. At the annual election of the officers in May of each year he shall submit to the Association an annual operating statement and balance sheet. With the exception of a petty cash account, not to exceed fifty dollars ($50.00), he shall deposit all other funds of the Association in a depository to be designated by the Executive Committee. All checks drawn on the account shall be signed by the Treasurer, President, or Recording Secretary. The Treasurer shall collect all revenues of the Association and make all disbursements in accordance with the provisions of Article 3, Section 3, herein. The treasurershall keep the Association’s accounts. The treasurer shall submit to the Association an operating statement and balance sheet annually or upon request. The treasurer shall deposit all funds of the Association in a depository that has been designated by the Executive Committee. All checks drawn on the account shall be signed by the Treasurer, President, or Recording Secretary.
  13. Article 2 section 1 and section 2 current revised Section 1The annual dues for membership in the Association shall be three dollars ($3.00) per family. Section 2Dues shall be payable annually before the regular meeting in October of each year for the ensuing year. Section 1Annual membership dues as agreed upon by the Executive Committee shall become payable at the beginning of the next annual year. Upon payment each annual year, a resident household or non-resident owner shall gain membership into the Association for that annual year.

Article 3 section 2 current revised Standing Committees will be formed for the following activities: Membership and Publicity Public Utilities Governmental Affairs Public Safety Social Neighborhood Improvement Committee Chairmen are authorized to appoint adhoc working groups to assist them. In addition to the standing committees listed herein, the Executive Committee may establish additional standing committees or delete any, as required. Chairpersons may select members to serve on their respective committee and shall develop for approval by the Executive Committee and keep current a manual or appropriate document that establishes responsibilities, policies, procedures, and other information that assures timely and efficient committee functionality. The recording secretary of the Association shall maintain a current copy of each such document. Membership Government Affairs Neighborhood Safety Social Entranceway and Landscaping Communications

Article 3 section 3 current revised The Executive Committee shall have authority to incur debts and approve expenditures not to exceed two hundred dollars ($200.00), and no member shall have power to make any expenditures or to incur any debts in the name of the Association without authorization of the Association or the Executive Committee. Obligation or expenditure of Association funds exceeding two hundred ($200.00) shall be authorized by a majority vote of the Association members present and voting at a regular or special meeting. The Executive Committee shall have authority to approve expenditures, and no member shall have power to make any expenditures or to incur any debts in the name of the Association without authorization of the Association or the Executive Committee. Obligation, debt or expenditure of Association funds exceeding funds available in the Association's account shall be authorized by a majority vote of the Association members present and voting at a regular or special meeting.
  16. Article 4 section 1 current revised Regular meetings of the Association shall be held at 8:00 PM on the first Tuesday of the months of October, January, March and May of each year unless otherwise designated by the Executive Committee with notification in writing to the membership prior to the first Tuesday of the month. Regular events of the Association shall be held at least four (4) times a year unless otherwise designated by the Executive Committee. Notification should be given to the membership at least one week prior to the event.
  17. Article 5 section 2 current revised Any three (3) officers shall constitute a quorum for the conduct of business during a meeting of the Executive Committee. The Executive Committee may change the quorum requirement if needed.
  18. Article 6 section 1 current revised The order of business at regular meetings of the Association shall be as follows: Call to order Reading of minutes of preceding meeting Report of Treasurer Bills and Communications Reports of Committees Transaction of business Unfinished business New business Adjournment
  19. Article 7 section 1 current revised Roberts Rules of Order shall be recognized as the standard parliamentary authority of this Association insofar as they are consistent with this Constitution and By-Laws. The business transacted at all meetings shall be based on and guided by Robert’s Rules of Order. Because meetings are conducted informally, the President shall be the final authority on the appropriateness or extent of compliance with Robert’s.

  21. The partnership program's goals are to: Promote healthier, safer and cleaner neighborhoods. Enhance neighborhood appearance. Encourage or create a culture of engagement, including facilitating communication and connections in neighborhoods between individuals, youth and families. History stream A significant section of the neighborhood north of Rt. 123 was previously known as “the kite hill.”  Before the hill was graded for homes to be built, children would come to fly their kites on the hill. Dead Run drains the subdivision into the Potomac River.  The western branch drains two Evans Farm ponds under Merrimac Drive and around the Retreat House; the eastern branch flows along the eastern property line of Pathfinder lane; and they meet in McLean Central Park.  This serves to remind us that the Potomac watershed extends into our own backyards. www.mcleanbroyhill.org
