  2. Background: Gambella • Total population: 343,525 • Location: 777 km west of Addis Ababa • HIV prevalence: 2.4% • Male circumcision (MC) prevalence: 46% • HIV prevalence is 4 times higher among uncircumcised men • MMC services started in October 2009 at 3 sites in Gambella

  3. Issue Intervention In February, the MMC training package was revised with an “opt-out” approach for HIV Testing and Counseling (HTC). HTC was integrated into monitoring and evaluation (M&E) tools. Client flow for MC services was redefined. 14 providers were trained using the revised training package and oriented to the new approach. • Between October 2009 and January 2010, only 196 of the 778 (25.2%) MC clients over age 15 were tested for HIV: • A traditional VCT approach was used to test MC clients

  4. Results After introducing the opt-out approach, in February 2010, testing uptake among MC clients increased to 77% (815 of 1,058 men age 15 and above). Percentage of Adult MC Clients Tested and Counseled for HIV in Gambella, by Testing Method
