  2. ●The Commission is statutorily responsible for statewide long- range planning for postsecondary education in Alabama. • ●The Council of Presidents named the Statewide Planning Advisory Council (SPAC) to assist Commission staff in the development of the 2009-14 Plan. • ●The SPAC members represent 2-year and 4-year colleges and universities, business and industry, SDE, ADECA, and the Governor’s Office of Workforce Development. • ●A five phase year-long planning process: • Identify Highest Priorities • Conduct SWOT Analyses • Develop Goals and Strategies • Develop Performance Measures • Present the Plan

  5. Priority 1 - Increase students’ preparedness for college and career Goal #1: Increase graduation rates among 2-yr & 4-yr colleges & universities. Metrics ●Increase 3-year graduation rate from 19% to 25% for two-year institutions. ●Increase 6-year graduation rate from 49% to 54% for four-year institutions. Strategy: 1. Prepare students for college, once enrolled provide necessary resources. ●Prepare more teachers for middle grades & high schools. ●Continue to implement documented best practices that increase college and university retention and graduation rates. ●Ask colleges and universities to establish realistic goals for increased student graduation rates at 150% of the normal program length. Goal #2: Decrease the % of students requiring remediation statewide by 20% by 2014. Metric: ●Decrease the percentage of students requiring remediation by 20%. Strategy: 1.Focus on academic and social transitions between high school & college. ●Continue cooperative ventures with K-12 designed to strengthen preparation & professional development opportunities for K-12 teachers & counselors that ensure high school curricula alignment with college & career readiness standards. ●Disseminate information on best practices evolving from the many cooperative ventures with K-12 & business & industry aimed at increasing students’ preparedness for college & careers.

Priority 2 - Establish a PK - 20 Council Goal #3: Establish a PK-20 Council to coordinate & advocate toward a fully integrated educational system with funding, assigned administrative responsibilities & commitment from the membership to sustain the work. Metrics: ●Establish a PK-20 Council. ●Conduct a SWOT assessment. Strategies: 1. Establish PK-20 Council via Executive Order. 2. Secure funding to support work of the Council. 3. Write and publish a policy setting forth parameters of Council operations and membership. 4. Gain a commitment from all ‘principal” members of the appointed council to agree to membership and attendance at meetings – no proxies. 5. Establish and fund an administrative support arm for the Council administered by ACHE. 6. Sustain council through changes in executive leadership through legislature.

  7. Priority 3 – Increase graduates in Science, Technology, Engineering,and Mathematics (STEM) fields Goal #4: Increase # of students majoring in STEM fields. Metrics: ●The % of freshman who place in Calculus 1. ●Track the # and % of STEM majors. ●Track the # and % of STEM graduates. Strategies: 1. Recruit students. ●Increase scholarship support for students majoring in STEM, including identifying external sources of support. ●Work with 2-yr schools to prepare more students to transfer into 4-yr STEM programs. 2. Enhance the preparation of entering students in STEM fields. ●Maintain and strengthen collaborative efforts with programs such as AMSTI, A+ College Ready Program, Science in Motion & Engineering Academies. Goal #5: Increase #, preparation, and retention of K-12 teachers in STEM-related fields. Metrics: ●Track the # of new AL graduates certified to teach STEM-related fields. ●Track the # STEM certified teachers who maintain their certification. ●Track the # and % of STEM-related filled K-12 positions. Strategies: 1. Enhance alternative pathways to certification in STEM fields. ●Develop a mechanism to certify professionals retired from STEM fields. 2. Strengthen professional development opportunities for K-12 teachers. ●Develop a Master’s degree option for Elementary & Middle School teachers with a focus on STEM education. Goal #6: Advance programs that strengthen preparation of both students & teachers in STEM related fields. Metric: ●Collect & disseminate information on STEM education programs. Strategies: 1. Create greater collaboration and coordination among various leaders in existing STEM initiatives. 2. Maintain statewide data on #s of STEM graduates, STEM teachers & on various education programs designed to increase their #s. 3. Strengthen collaborative programs in research.

  8. Priority 4 - Seek necessary financial resources for postsecondary education in Alabama Goal #7: Manage higher education costs by identifying and sharing proven methods to improve efficiency. Metrics: ●Establish and implement task forces to discuss opportunities for efficiencies. ●Establish and implement a Best Practices Efficiency Awards in the areas of student success programs, global initiatives, distance learning and academic partnerships. Strategies: 1. Identify opportunities for collaboration in areas such as information technology, purchasing, energy conservation, and other strategies to lower operational costs. ●Appoint a task force in each of the areas (technology, purchasing, and energy conservation) to discuss opportunities for collaboration. 2. Organize an academic best practices initiative to encourage institutions to share their successes in retention and student affairs, recognizing that improved retention results in more tuition revenue and improved outcomes. ●Establish a Best Practices program in the areas of student success programs, global initiatives, distance learning, and academic partnerships. Goal #8: Expand sources of higher education revenue including the expansion of state support for higher education. Metrics: ●# of entrepreneurial initiatives to support IHEs and economic development. ●Develop and execute a “Study Alabama” program to attract students. Strategies: 1. Pursue entrepreneurial initiatives to support institutions & economic development needs. 2. Develop a common advertising strategy, “Study in Alabama”. 3. Collaborate to increase state support for higher education through increased funding.

Priority 5 - Establish a comprehensive Workforce Development Plan for Alabama Goal #9: Supplement the development of a flexible, unified workforce development system that addresses occupational skills in a range of industry sectors. Metrics: ●Increase the # of Dual Enrollment/Early College Enrollment programs. ●Increase the # of 2 yr to 4 yr college and university articulation agreements. Strategies: 1. Expand existing and potential workers’ opportunities to acquire and/or update their career skills through educational and training pathways that meet occupational demands. ●Promote use of technology to communicate employment training opportunities. 2. Expand information access to unserved and underserved populations. ●Identify gaps with access to training, education and development. 3. Expand use of Dual Enrollment programs to train more people for the workforce. ●Increase # of high school career and technical students enrolled in community colleges. ●Increase # of articulation agreements in technical fields between 2-yr and 4-yr IHEs. Goal #10: Address labor market demands and/or needs. Metrics: ●% of graduates that remain and become employed in the state. ●Increase in the # of graduates who are working in jobs for which they were trained/educated. Strategies: 1. Align higher education programs with labor market information. 2.Actively engage business and industry with higher education regarding workforce development needs and issues. ●Strengthen partnerships with advisory groups from business & industry to support workforce development.
