  2. Some economic data of Slovenia

  3. Basic documents • Law on R&D (2002): SRA, TIA • SlovenianDevelopementStrategy (2005) • OP 2007–2013 • RISS (2011) andNPHE (2011) andRI (2011) • Taxallowance – 100 %. • SIP (SlovenianIndustrialPolicy) (2/2013) • SDS 2 (2014-2020) – pubčlic debate closed 9/2013. • S3 ...

  4. Phases of S3 • 12/2012-5/2013: Background analysis, preeliminary identification of priorities; • 5/2013-7/2013: 13 working sessions organised by Chamber of Commerce; drafting a strategy; • 7/2013-8/2013: Public consultation; • 9/2013-12/2013: Cross-check of comments, cleaning of the text; • Early 2014: final text adopted.

  5. Methodology • 1 person engaged at MEDT and 2 at GZS. After that interdepartmental coordination. • Public debate – 13 workshops, interested public. • After the end of public debate – no feedback. • „Secrecy“ of phases …

  6. Outcome(s) • A drafted text, serving for public debate. • S3 mostly „in line“ with adopted documents, but in some cases too ambitious. • Lack of clear delimitation of authorities. • Slowness of the process.

  7. Some remarks • The text is not consistent neither with itself nor with other adopted documents. • S3 priorities are vague and undefined. • Just few attention is devoted to non-manufacturing innovations (services!). • There are some overlapping sentences and description – inaccuracy. • The position of different institutions – SPIRIT; JAPTI; SEF; TIA; ARRS? • Problems with monitoring – who and why?
