Context • Some World Class Companies/Consultancies But Typically • Highly Fragmented Industry • Separation of design/management/construction/supplies (large companies do not employ skilled trades) • Short term sub-contracts (Workforce – 83% SME, 58% Micro, 37% Self Employed) • Lowest price competition/poor safety record • Extremely flexible short-term with low fixed costs • Poor long-term business case for investment and training

Real Opportunity for Change • Egan/Best Value • Integrated Supply Chain/Framework Partnering • Strong Demand/Skills Shortages • Long-Term Government Projects (PPP/PFI) Commitment to Action • Strategic Forum Targets/Collaborative Action (Clients/Contractors/Specialists/Suppliers/Unions/SSCs) • Employer commitment (+ £100million contribution via levy)

Image and Recruitment • Strategic Forum Target: 300,000 Qualified People Recruited and Retained in the industry by 2006, and a 50% increase in applications to built environment higher and further education courses by 2007 Action Underway includes • Image campaign (Youth buttons, apprentice applications up 10%) • Starter jobs for apprentices (Catch22) • Skilled trades self employment 35-45% S+N, 70-80% L+S • Construction Degrees Collaborative Action (HE applications down 50%) • Accelerating Change in Built Environment Education (ACBEE) • Creative Spaces Schools Competition (£50,000 prize) • Construction GCSE • Sustainable Training - Housing Forum Partnership(70% Ethnic Minorities 88 Wards, EOC Inquiry)

Qualifying the Workforce • Strategic Forum Target: A fully trained and qualified and competent workforce on all projects by 2010 Action Underway includes • Licence to practice on site (Prescott H&S Summit 2001) • 100% CSCS – Majors 2003, Civils 2007, Others 2010 (Not Yet Housing/Repair & Maintenance) • Qualifying the Workforce Steering Group (Industry+SSCs) • + 500,000 CSCS/ + 250,000 touch screen Safety Tests • Many New Skills need qualifying • On-Site Assessment and Training – New Flexible Approach • LSC-CITB Pilot 10,000 NVQs, £9million –provider capacity

Improving Business Performance • Strategic Forum Target: 20% of projects undertaken by integrated Teams by 2004, 50% by 2007 Action Underway includes • HE Best Practice (Interdisciplinary not Silos) • Management & Supervisory Training (bite-sized/multi disciplinary/quick payback) • Off site Manufacture/Systems Building Centre • NHBC-CITB Qualified Site Managers (NVQ4) • IiP Promotion/Training Groups/SBS Protocol

National Skills Forum for Construction and the Built Environment Proposed Agreement with LSC Issues to be addressed include • Management modules linked to career paths/foundation degrees • Business Support Model – no wrong door approach • Open Up OSAT pilot – individual entitlement to NVQ2 • Review of LSC £300 million FE Training Provision • MA Frameworks and funding for on-site practice • Support for Sustainable Training Projects • Improved, shared data sets and protocols for data management
