Iowa/STAWRS Project

The Iowa STAWRS Project aims to simplify employment tax filing by allowing employers to submit quarterly transmissions to a single state agency, meeting federal and state requirements. It also enables the division and transmission of tax and wage reporting data to participating agencies, minimizing costs and providing an electronic submission option.

Iowa Project Goals • Satisfy employers by allowing them to meet both federal and state quarterly employment tax filing requirements by sending one quarterly transmission to a single state agency. • Allow a state agency to divide and transmit tax and wage reporting data to participating agencies. • Minimize filing costs. • Provide employers an electronic means to submit combined transmissions.

Major Milestones • State agreed to explore joint project (6/97). • Federal and state working groups were established (8/97). • Initial combined form was drafted (9/97). • Combined form line-by-line instructions were drafted (9/97). • Employer group was convened to review initial draft form and instructions (9/97). • Employer group feedback was provided and analyzed (11/97). • Mail out for parallel test was completed (1/98).

Major Milestones - Continued • Parallel test was conducted (2/98, 5/98, 8/98). • Parallel test was analyzed (12/98). • Prototype software for live combined filing was developed (7/99). • Iowa prototype software was provided to employers (7/99). • Iowa security documentation for interim level C-2 was completed (7/99). • Cooperative agreement was signed (7/99). • MOU was signed (7/99).

Major Milestones - Upcoming • Conduct pilot filing of combined electronic form and software. • Conduct second pilot filing of combined electronic form and software. • Conduct third pilot filing of combined electronic form and software. • Review pilot results. • Issue recommendation on institutionalization. • Coordinate negotiations with IRS. • Perform operations and maintenance.

  7. Iowa Hopes for the Future • All employer returns filed electronically from payroll software. • Auto EFT payments made timely. • W-2’s sent electronically to SSA from payroll software and electronically furnished back to states. • Returns from other agencies become part of package.
