  2. SECTION 4848(b) TITLE 8 GENERAL INDUSTRY • Effective September 29, 2010: CAL/OSHA adopts • New requirements for, Fire Prevention and Suppression Procedures during hot work operations. (NFPA) 51B-2009, replaced (NFPA) 51B-1999 to mandate that: • (b) Welding blankets, curtains and pads shall be approved for their intended use in a accordance with Section 3206 of these Orders.

NFPA 51B, 2009 EditionFire Prevention During Welding, Cutting, and Other Hot Work • The new 2009 NFPA 51B was released early this year changing the 2003 edition for fire prevention during hot work. One of the major changes to 2003 NFPA 51B is the recognition of ANSI/FM 4950 fabric testing standard into the 2009 NFPA 51B edition. • Prior to ANSI/FM 4950, the 2003 NFPA 51B recommended only “heat-resistant tarpaulins”, a vague term that allowed fabrics made of untested, non-rated materials to be used for fire protection, increasing the risk of fire during hot work operations.

  7. Definitions • Welding Blanket: ANSI/ASC Z49.1-94 ANSI/FM 4950 • A heat-resistant fabric designed to be placed in the vicinity of a hot work operation. Intended for use in horizontal application with light to moderate exposures • Welding Curtain: ANSI/ASC Z49.1-94 ANSI.FM 4950 • A heat resistant fabric design to be placed in the vicinity of hot work operation. Intended for use in vertical applications. • Welding Pad: ANSI/ASC Z49.1-94 ANSI/FM 4950 • A heat-resistant fabric designed to be placed directly under a hot work operation such as welding or cutting, intended for horizontal application with exposure resulting from molten substances or heavy welding.

ANSI/FM4950Page1 Section 1.2.2 In general, welding pads, welding blankets and welding curtains are evaluated on their ability to: • prevent burn through of the material and provide adequate protection for adjacent combustibles from possible sources of ignition. • limit temperature transmission through the material to a degree that will prevent ignition to underlying combustibles. • resist melting, dripping or deformation so as to prevent sparks from spreading outside of confined and protected areas. • maintain their flexibility, durability and structural integrity when charred areas are subjected to 90bends. • maintain their fire and temperature rise resistance properties when subjected to accelerated weathering tests intended to simulate exposure to light and water (ultra violet [uv] and condensation, respectively) conditions.

All approvals are not the same. • ASTM E -662 -09 – Standard Test method for specific optical density of smoke generated by solid materials • ASTM E-84 – Standard test method for surface burning Characteristics of Building Materials. • ASTM D-298-10 – Standard Practice for Accelerated weathering of Fire-Retardant-Treated Wood for Fire Testing. • NFPA 701 – Standard Method of Fire Test for Flame propagation of Textiles and Films • California Fire Marshall – Issue certificates of registration for approved flame retardant chemicals for nonflammable materials and treated fabrics. General usage is for places of public assembly and schools, requiring decorative materials and fabrics ( curtains, drapes, drops, hangings and tents, awnings or fabric enclosures).

  13. Nationally Recognized Testing Laboratory (NRTL) • FM Approval is only recognized testing facility for Weld Blankets, Curtains and Pads.

Why FM 4950 • During a 10 year study, one out of every 20 fire losses reported by FM Global clients started by improperly managed hot work, each being preventable. • Hot work is one of the three most common causes of fires at FM Global-insured properties. During the 10-year period, FM Global experienced 385 recorded hot work losses for a staggering gross dollar amount of more than US $739 million—or an average of US $1.4 million per loss. • A leading cause of fire in Hot Work was the use of inadequate welding materials used to prevent fire in hot work operations.
