Development of an evaluation strategy based upon: • The OP: Central fields of interventions, priority axes, financial focal points, horizontal priorities, other national strategic priorities etc • The ex ante evaluation: main findings which give a hint on topics that should be further attended to or would need a prove in more detail • The monitoring-system capacitiy: • systematically missing data (Annex XXIII, OP) • suspected deficits of the data quality • information on which monitoring data will be provided how to the evaluators.
