  3. National Health Reform is Essential Current Context is Very Precarious • Care Quality is Low • Costs are Very High • Costs are Projected to Spiral Higher • Families are Being Squeezed by Health Insurance Premiums • We have known these important facts for a very long time….

  4. National Health Reform is Essential Current Context is Very Precarious • The situation has become critical. • The economic downturn and health system costs have joined to create an unsustainable future.

  5. National Health Reform is Essential • Mental and Substance Use Care are Essential • Mental and substance use disorders are preventable and treatable. • If untreated, they become long-term, chronic conditions.

  6. National Health Reform is Essential Mental and Substance Use Care are Essential • Uninsurance is Pervasive: • Fully ONETHIRD of uninsured Americans have a mental or substance use condition. This is DOUBLE the national rate of uninsurance. • Underinsurance is Pervasive: • All private plans underinsure for long-term mental and substance use conditions. • All public plans underinsure for substance use conditions.

National Health Reform is Essential Mental and Substance Use Care are Essential • Poor Quality Care is Pervasive: • Public mental health and substance use clients DIEYEARSYOUNGER than other Americans. • ONEOUTOFTWO persons with mental conditions receive no care at all. • FOUROUTOFFIVE persons with substance use conditions receive no care at all.

National Health Reform is Essential Mental and Substance Use Care are Essential • Intervention Comes Late: • Most receive care after their conditions become acute. • Few receive screening for mental or substance use conditions. • Early interventions, such as Screening, Brief Intervention, and Referral for Treatment—SBIRT—are not fully implemented.

  9. National Health Reform is Essential Mental and Substance Use Care are Essential • Quality Improvement Tools are Not Available • Evidence Based Practices are underdeveloped. • Fields do not have a common outcome measurement tool. • Fields do not have common performance metrics.

  10. National Health Reform is Essential • Mental and Substance Use Care are Essential • The current House Bill addresses most of these issues. Let’s pass it!
