  2. Draft CES Rec. (1) • Concept of “Place of permanent residence” is clarified – as a geographical place where a person normally spends the daily rest; considered for a period of time including the time of the census • Enumerated population categories – resident population. Countries due to their needs account other categories, like present population. • Problems with accounting of certain population groups: • Second and third level students; • Rotation workers; • Persons in compulsory military service- ?(exp.162 f). 2
