Current view of the European Commission • Next step (of the European Commission) is not clear • Commission seems to “step back”, but can use legislative tools • Consensus on tasks: a) implementation of the EU acquis, b) regional issues *(infrastructure, balancing…) and c) pilot testing • No clear consensus on shape of regions: probably agree to keep existing scheme • General wish to involve Member States: flexible approach favoured (each region decides how to ensure good governance)

  4. CNE is now drafting a CEER discussion note • Precise timing and follow up is not clear Discussion note on several questions Agreement with the priorities for RIs as proposed by EC? Agreement that ACER director should make proposals to ensure the gas RI has comprehensive coverage? Agreement that ACER director should develop guidance for a revised governance structure for the RIs? Agreement that BoR needs active role in relation to RIs? Agreement that ACER director should make proposal on co-ordination arrangements for development of roadmaps?

The European Energy Work Plan 2011 - 2014 • Work plan should be elaborated by end of June Goals are: GRI NW needs to draft the work plan….. • Detail each step to succeed in achievement of a Pan-European Energy Market in 2014 • Aim is for each region to determine steps allowing to reach common goal for 2014 • Particularly regarding implementation of the target models for CAM and CMP …ACER will host two workshops in May and June… EC will host meeting in the fall to discuss achievements made

View of European Commission on work plan • Answers to several questions of NMa • Commission is referring to whatever exists or should exist for Target Model CAM and CMP • Not problem that GTM is not yet finalized What is the Target model CAM/ CMP Elements of work plan • Confident that if each region is doing its best • Not imposing a scheme at this stage at least • Each region is free to consult (but keep deadline) • Commission will not launch additional consultation Consultation

Progress by other gas regions so far • Work plan drafted at beginning of this year for 2011-2012 • CAM harmonisation (pilot testing CAM FGL), analyse CMPs and define action plan for hamonization of CMPs • Several questions to stakeholders:- Realistic to have one fully integrated market area? - In which MS can fully functioning wholesale market be established by 2014? - What will be the impact of merging market areas? - Which pilots to start in order to establish closer integration?

Implementation of network code CAM and Guideline CMP What will be starting point for GRI NW? • European Commission has stated before that implementation of third package (including network codes) should be one of the tasks for each region • European Commission gives not a clear answer on what is meant by the target model for CAM and CMP • GRI NW Roadmap states that we want to focus on coordination of the implementation of network codes Focus on implementation?
