  3. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” HIA and the use of urban health indicators City experience in the field: • There are no concrete actions related to HIA and to the urban health indicators… However some of the indicators are monitored local, regional and national such as: • - health indicators (mortality, low birth weight), • - health service indicators (health education programme, percentage of children immunized, number of inhabitants per nurse, percentage covered by health insurance), • - environmental indicators (pollution, waste collection and treatment, access to green space, public transport, sport and leisure),- socio-economic indicators (unemployment rate, percentage of disabled people employed, percentage of child care places for pre-school children) • Needs and challenges: • need to define a set of indicators (mainly related to the issue of the perception of safety and basic health care for weaker categories as elderly people) • need to introduce HIA in the city regeneration strategies and policies BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Bruxelles, 16.09.2008

  4. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” HIA and the use of urban health indicators Expectations: • To increase City’s role in health and wellbeing by community planning  Strengthen competences and develop toolkits for the implementation of programmes & projects • To promote the interaction of the relevant departments of the Municipality • To develop the collaboration among institutional and private partners • To influence key stakeholders & to actively involve and interconnect all relevant actors • To identify areas for future work - Define an area of the city as a strategic area to experiment the outcomes of BHC in terms of tools and guidelines • To gain knowledge and develop our work to be a more healthy city • To develop a coherent and responsive local strategy for urban and sustainable development BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Bruxelles, 16.09.2008

  5. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Policies and actions for an healthy and active ageing City experience in the field: Social development in our City points out the interdependence between the different sub-domains of the local social development, the institutional responsibilities & areas of competence, the vulnerable target groups of the social interventions, the community factors that favour the growth of efficiency and efficacy of the social intervention. Accomplishing a satisfactory level of welfare can be realized only through integrated projects of urban regeneration (rehabilitation of the collective economic conditions, infrastructure, territorial sets, development of the economic activities capacity, etc.) and allocation of community resources.   6. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Policies and actions for an healthy and active ageing City experience in the field: The Day Centre for the Elderly – CASPEV , together with the municipality of Baia Mare, have initiated a survey aimed at senior citizens in August 2006. The respondents’ group consisted of 500 people. The locations and their respective number of questionnaires were the following: CASPEV-195, City Hall-100, County Hall-50, Citizens’ Counselling Bureau-50, ASSOC-60, and National Retirement Fund-50. The aim of this survey was to assess the needs of the senior citizens of Baia Mare and to submit them to the public eye so that institutions and NGOs should be able to improve the social services quality, to write “The Senior Citizens’ Guide”, to set up “The Senior Citizens’ Information Centre” in order to insure free, unlimited access to information, the senior citizens’ inclusion to social and cultural life, the stimulation of communication among them, the exploration of their expertise and human potential and the prevention of social isolation of the elderly and to promote the observation of the senior citizens’ rights by stimulating social solidarity and harmonising relations between society and the elderly.   7. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Policies and actions for an healthy and active ageing Needs and challenges: Some of the problems identified at municipality level: - lack of social policies for elder people; - the unemployment of the persons over 45 years and rroma persons; - lack of social infrastructure The most important problem of the third age persons is the lack of an occupation and of a motivation to carry on living an active life. The occupational therapy services at the municipal level are not sensed inside the target group.   9. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Healthy places and healthy environment City experience in the field: Baia Mare had a mono-economy based on mining with all its correlated processes, thus producing an “unhealthy” environment. Given that Baia Mare is known as a "critical area” from the viewpoint of pollution. in the region, despite its location in an attractive natural environment, a detailed dynamic and strategic analysis of the ecosystem has been provided. The utilization of natural resources and the rigorous pollution control are priorities with major impact on the strategy and the action plans in the context of the Local Agenda 21 The Local Public Administration of Baia Mare takes full responsibility of the strict observance of the sustainable development principle, combining elements of cultural preservation and modernity in its strategic vision by opening dialog and establishing communication between political decision makers, communities and professionals BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Bruxelles, 16.09.2008

  10. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Healthy places and healthy environment Needs and challenges: • The link between healthy places and a healthy environment is extremely important to our city due to the historical pollution and due to the proposed regeneration programmes. The main challenges refers to the use of the public space as an healthy, friendly and safe one. We will outline some of the needs and challenges: • Lack of a real and effective capacity for analysis and prognosis - that has a negative affect also on conceiving a development strategic management plan. • Lack of financial authonomy of abbilitated institutions. • Incidence of transmissible or chronic diseases. • Incidence of problems linked to knowledge lack on services. • Insufficient management capacity of the institutions abilitated in the health domain. • Focus on healthy urban planning • Sustainable development as seen from the safety and social aspects • Private and public sector should be involved BUILDING HEALTHY COMMUNITIES Thematic Network and Co- co-financed by the URBACT II Programme City of Turin Urban Regeneration and Development Sector in collaboration with QeC - ERAN Bruxelles, 16.09.2008

  11. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Healthy places and healthy environment Expectations: The challenges the city of Baia Mare has faced in the past several years, due to its evolution from a mining city to a modern one, have made it stronger and ready for the trends of the new millennium. The regeneration of urban activity in the old city centre, the introduction of modern community education, the promotion of a new vision, and the action plans of the Local Agenda 21 in accordance with sustainable development concepts, point to the implementation of total quality principles, in a typically Eastern European city entering a new millennium and new social structures. An important step in the evolution of the city is the change To move from treating illness to promoting good health Reorientation of formal health and social welfare services Community empowerment and planning interventions.   12. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Use of Structural Funds in actions aiming at developing ‘health gains’ City experience in the field: Experience of working in related fields through trans-national exchange has been made only by using pre-accession funds (alcohol prevention , drug use prevention, health promotion in vulnerable groups). The Social Assistance Public Service Baia Mare participated in a trans-national collaboration project named SPER, in which were involved the communities from Torino & Rome – Italy, Barcelona & Granada- Spain, and other 5 cities from Romania.   14. „Baia Mare – Creativity, Initiative, Voluntariate, Integration, Communication” Baia Mare Local Support Group We first assessed the progress of each Community Care Network Partnership andexamined each site’s efforts in three areas (CIVIC meeting in February 2008): ● Developing effective partnerships - depends on who participates, as well as how productively they participate. ● Implementing short-term initiatives-implementing collaborative initiatives can create trust and “social capital” among members and pave the way for the partnership to take on larger, more complex issues ● Moving from completing short-term activities to creating a better local health care system – the need for a strong strategic orientation - ability to identify interventions that would be most effective in attracting resources and moving toward the kind of health care system implied by the Community vision. The LSG consist of the Local Authority representatives, NGOs, Health institution representatives, state and private universities, other local groups.
