  2. Non-Spin Recall • Issue has been on the table for a while. • ROS asked ERCOT to propose a methodology of reducing NSRS Recall impact • ERCOT proposed a ramp rate recall • QSE Managers discussion that due to project time and costs for both ERCOT and QSE’s, not feasible

  3. Non-Spin Recall (cont.) • QSE Managers suggest looking into decreasing block deployments similar to NSRS deployment scheme • ERCOT to assess feasibility and report back at the June QSE Manager meeting

  5. Pre-processing outside of SPD Bid-1 Bid-2 Equiv. UBES RR=(100-20)/10=8 Equiv. UBES RR=(160-20)/10=14 Equiv. DBES RR=(140-0)/(10-2.5)=18.7 Equiv. DBES RR=(170-0)/(10-1.43)=19.8

  6. Multiple BES Ramp Rate Feasibility (cont.) • QSE Managers suggest not pursuing Alternative II due to cost and resource commitment by ERCOT. • Market Participants to draft PRR to implement Alternative I (pre-processing), to be reviewed at June QSE Managers meeting.

  7. LOL Deadband • ERCOT systems currently discount all RRS on a unit if unit falls 1 mw below LOL. • QSE Managers discussed deadband below LOL in which ERCOT would not discount reserves • ERCOT has submitted a system change to impement a 5% deadband such that reserves would not be discounted unless a unit falls below 5% under LOL

Claw-back provision in RMR contracts • WMS directed QSEMWG to investigate the significance of RMR capacity not offered in BES. • ERCOT discussed some data on RMR units during bid stack depletion, but was not sufficient to determine significance • ERCOT will provide additional data, concentrating on reserves available on RMR units during these intervals, at the next QSE Managers meeting.

  9. PRR 607 – One Minute Ramping • Submitted by FPL and assigned to QSE Managers through FCTF work • Intent of PRR is to allow QSE’s to better represent start-up and shut-down of units. • Current 15 minute schedules do not accurately represent these ramps and is causing SCE compliance issues • QSE Managers agree that technical requirements prohibit timely implementation of solution in ERCOT systems

  10. PRR 607 – One Minute Ramping (cont) • QSE Managers agree to concentrate on compliance measure only and reject system modifications • FPL to re-draft PRR to address issue from a compliance measurement only perspective • Will discuss at June QSE Manager meeting

  11. PRR 608 – Improve Ancillary Services Performance Conditions • Submitted by Coral and assigned to QSE Managers through FCTF work • Coral agrees that issue being discussed and should be resolved with other solutions presented by FCTF and PRR 607 • Coral to withdraw PRR
