  2. 1. Universal access • Assure Universal access to all rural poor • Assure 100 days work for all SC/ST households in rural areas • Labour budgets to get real

Outcome orientation • From expenditure to Investment: land, water, trees • Works should • result in sustainable income (individual assets) • support sustainable growth (community assets) • Outcomes to be quantified at the time of shelf • Measured at the end of the work. • Unproductive expenditure shall be an offence. • Suitable provisions to be incorporated in the Schedule II of the Act.

Capture demand weekly • Demand to be registered at least once a week by GRS • Receipts to be made compulsory • Demand capture to be real (not assumed) • Preferably electronic • Mobile application being readied • GPs being authorised to buy phablets (tablets with GPS/SPRS) • Non-capture will be an offence • Expected launch: 1st December

Unemployment allowance • Rules to be modified: 5 Non-negotiables : wage seekers shall not be forced to run around offices filing applications seeking UA. • Objectivity: based on electronic evidence in NREGASoft. • Automation: Generated automatically on the 30th day of each month: • Responsibility: Approved or disapproved by Programme Officer within 15 days from the last day of the previous month. • Accountability: any disapproval shall have reasons recorded - Rejection of UA on incorrect reasons should call for action as per provisions of the Act. • No delay: If UA is not paid within 15 days from the date of its approval/part approval, delay compensation allowance on the UA shall be payable as per section 30 of Schedule II.

  6. 5.Minimum Institutional Architecture • No payment without technical measurement • 5% technical supervision charges on every estimate: Counted against material cost • All technical staff to the work charged employees

Fast forward efms • eFMS to be expedited: end Dec 2013 • All States to complete by 30th Nov: • Verification of accounts on a drive mode by GRSs • Authentication by the Banks • Opening of postal/bank accounts for all active workers • Verification and authentication of supplier accounts • DSCs for all the authorised persons • Train/orient Block level computer operators • MRD meetings Lucknow, Patna, Guwahati in October with UP, Bihar, North East

  8. 7. Delay Compensation System Delay beyond 15 days : • From the closure of the muster roll • to the deposit in the account Compensated by the State Govt To be recovered from functionaries / agencies Split the processes – fix responsibility Implementation from October 2013

NREGASoft • Mobile interface to NREGASoft • Data entry shall be at GP level: GSM/GPRS network • Demand capture • Work allocation • E-Muster ID • Attendance • Aadhaar seeding • GPs to buy the Phablets as per specifications • Decentralisation of powers to State DBAs/ Districts/ POs • Revamp the reports – dynamic reports

  10. 9. Quality and Convergence • Convergence to be made functional • Focus on convergence of: • NBA • NRLM (discuss the draft) • IWMP • Afforestation • Draft SoP on Quality issued: • Economic • Productive • Durable • Draft SoP on maintenance of assets • Periodic maintenance

Action plan for DBT (AEPS) Move to AEPS mode of disbursement by 1st Jan 14: • Aadhaar biometric authentication • Village level payments through BCs/DoP Action Plan: • Launch targeted enrollment in all Blocks:(NREG/NSAP)miss none • State RD Depts to be Registrars • States to enroll agencies: One kit for every 10 GPs • Go with the pre-loaded list of beneficiaries: • Campaign mode of enrolment – 15th Oct – End Nov. • Seeding work to be done by GRSs on campaign mode (mobile app) • Meeting with Bankers: and DoP • Adopt GPs for setting up a BC • Authenticate accounts • Seeding accounts in Bank database (NPCI mapper)
